Amendments to 1978-79 Budget and Capital Improvement Program <br /> This item was considered and acted on under item 8b - Adoption of the 1979-80 <br /> Budget. <br /> <br />Changes to Sewer Rates <br /> This item was considered and acted on under item 8b - Adoption of the 1979-80 <br />Budget. <br /> <br />Aliocation of CETA Position <br /> Mr. Caporusso presented his report dated June 21, 1979, regarding this matter. <br /> <br /> Mrs. Betty Stallings, 4302 Muirwood Drive, representing Valley Volunteer Bureau, <br />addressed the Council regarding the proposal and the $2,000 administrative costs <br />involved if it is administered by them. <br /> <br /> Mr. Bro~ stated the City is interested in proceeding with the youth program <br />and reco~nended that the position be in the Recreation Department. <br /> <br /> Mr. Philip Cooper, Chairman of the ttuman Services Commission, spoke addressing <br />concerns with the youth program, setting up youth task force, assessment of long <br />and short term activities for youth, and that CETA be for youth program. <br /> <br />After discussion, it was moved by Councilmember Butler, and seconded by <br />Councilmember ~ercer, that the CETA Title VI sustainment position be used for a <br /> Cit ' <br />Youth Coordinator position through the y s Department of Recreation and Human <br />Resources. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, and Wood <br />~OES: Mayor Brandes <br />ABS~IT: None <br /> <br />On-Street Recreation Vehicle Parking Limitations <br /> Mr. Walker presented his report dated June 21, 1979, regarding this matter <br />and explained the cost and alternatives suggested in the report. <br /> <br /> Councilmember Mercer asked for a definition of a house car. The City Attorney <br />explained. Councilmember Mercer then inquired as to whether or not the Police <br />Department would have to look inside a vehicle to determine if it has been con- <br />verted for house use. Mr. Brown stated they could prepare information letters and <br />give everyone 30 days notice of the intention then issue warnings before citations <br />were issued. He said the key is to have people understand the reason for the ordi- <br />nance and comply with it. <br /> <br /> Councilmember Wood stated he was concerned with the definition of a recreational <br />vehicle and the limited parking suggested from 2:00 a.m., to 6:00 a.m. He felt this <br />~.~ould not allow people to load up before or after a trip in their vehicle. Council- <br />member Mercer concurred with this. <br /> <br /> Councilmember Kephart stated his main concern was with very large vehicles, i.e., <br />Winnebagos and large boats, that are parked in one spot from two to three weeks at <br />a time which are a traffic hazard and are aesthetically unsightly. He stated that <br />these are still his main concerns. <br /> <br /> Mr. Bill Harris, 4613 Cope Court, stated there is an ordinance in effect, <br />which if enforced would answer concerns of this problem.
