Mayor Brandes stated that anyone in the audience who desired to know the exact <br /> date of the public hearing should contact the City Manager's office later in the <br /> week. <br /> <br />Report on Trash and Litter <br /> Mr. Brown presented the report of the Director of Planning and Community <br />Development dated May 16, 1979, regarding this matter. <br /> <br /> Councilmember Wood asked if a sign could be posted at the Transfer Station <br />requesting that all pickups loaded with trash and lawn clippings be covered or <br />securely tied down so that trash would not be scattered on the way to the Transfer <br />Station. Mr. Brown advised there could also be a hand-out brochure given out at <br />the Transfer Station advising dumpsters of this requirement. <br /> <br /> Mayor Brandes stated he felt shopping centers should be required to have a <br />more frequent litter pickup in order to maintain better conditions relative to <br />garbage in these problem areas. <br /> <br /> Mayor Brandes stated he felt the Police Department should note any litter <br />violations on their patrols and report them to the City Manager's office. He <br />also requested that City employees be made aware of these problems and to help <br />enforce the litter ordinance. <br /> <br /> Council discussion ensued regarding newspaper littering. The City Attorney <br />explained the procedure now in effect for a citizen to handle this problem, <br />namely to send a certified letter to the newspaper, with a carbon copy to the <br />City Attorney~s office, requesting that the publication not be delivered to his <br />residence. <br /> <br /> After further discussion, Council instructed staff to prepare a draft ordi- <br />nance covering the areas of concern relative to trash and litter and possible <br />ways of enforcement, for review by Council as soon as possible. <br /> <br />Matters for the Information of the Council <br /> Mr. Brown stated that Council had received correspondence from the Housing <br />Authority Board relative to the upcoming Housing Survey. Council instructed <br />staff to provide the Housing Authority staff with a draft of the Scope of Ser- <br />vice when it is completed and also instructed Councilmember Kephart, the City's <br />liaison to the Housing Authority Board, to clarify this matter at the next <br />Board meeting. <br /> <br /> Mr. Brown advised Council on the status of the Summer School Program, stating <br />there had been a lot of interest in this program and that a final determination <br />would be made by the end of the week as to whether to proceed. <br /> <br /> Mr. Brown advised that the City Council and Commissions meetings for June 14- <br />July 14, 1979, would be held in the Cultural Arts Building on Black Avenue because <br />of the Alameda County Fair. <br /> <br />Fire Department Staffins <br /> Mr. Brown pre~ented an oral report regarding this matter, stating that five <br />firefighters were currently on extended sick leave due to injuries and that it was <br />his recommendation and that of' the Fire Chief that two firefighter positions be <br />added to the Fire Department, that these positions be filled as ~oon as possible <br />from the existing eligibility list, and that the 1978-79 Budget be amended accord- <br />ingly. <br /> <br /> 8. 5/22/79 <br /> <br /> <br />
