Mayor Brandes stated the fences along Valley Avenue and Hopyard Road were in a <br />deplorable condition. He requested staff to determine who was responsible for the <br />maintenance of the fences and attempt to get them repaired. <br /> <br />CITY COUNCIL COMI,IITTEE REPORTS <br /> Councilmembers presented various Committee Reports for the information of the <br />Council. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mrs. Joyce Getty, 925 Kottinger, thanked the Council for their recognition of John <br />Edmands. <br /> <br /> ~Irs. Getty stated the traffic signal at Ray/First/Vineyard was causing serious <br />congestion since the synchronization mechanism had been changed to allow for left turns <br />from Ray Street and Vineyard Avenue. She requested that something be done to alle- <br />viata this situation. Staff advised the change was made because of the number of <br />accidents that had occurred at this intersection, and to make any further alteration <br />would be very expensive for the City but that further attention would be given to this <br />matter. <br /> <br /> Mrs. Getty requested Council to endorse AB 1693, which has been written to clarify <br />AB 8103, regarding the levy of a tax on the downtown area for parking and other im- <br />provements. She stated this matter would be heardby Legislators on }~y 23rd. After <br />discussion, Council instructed the City Attorney to obtain a copy of AB 1693 and report <br />to the Council as soon as possible regarding this Bill, and if appropriate, letters of <br />endorsement should be sent to the Legislators. <br /> <br />PUBLIC HF~tRINGS <br />Application of T. K. McManus to rezone a 61 acre site located east of Hopyard Road <br />~ediately north of Sports and Recreation Park from A (Agricultural) District to <br />the R-1-6500 (Single-Family Residential) District or any other zoning district con- <br />sistent with the General Plan <br /> >Ir. }~rris presented his report dated }lay 2, 1979, regarding this matter. <br /> <br /> Mayor Brandes declared the public hearing open. <br /> <br /> Mr. Peter Turner, Attorney, One F~iser Plaza, Oakland, representing R. K. McManus, <br />stated this property had been reviewed by Council previously, and that his client <br />desired to develop the subject property and'is amenable to conditions regarding <br />traffic signal, tennis courts and meandering access road. <br /> <br /> ~[r. David Heldt, Environmental Planning Architect, presented three maps comparing <br />the zoning design between R-1-6500, R-1-7500, and R-1-8500. <br /> <br /> Councilmember Wood requested that consideration be given to continuing the main <br />access road another 50 feet to alleviate turn around through z residential area. <br /> <br /> Mr. Harvey Kameny, representing Crocker Homes - potential developer of the land, <br />stated this developer favored R-1-7500 zoning and would comply with conditions imposed <br />by Council. <br /> <br /> Mr. Douglas Bannington, 4957 Motor, expressed concern regarding the development of <br />the remaining five acres of this total parcel, the zoning designation, the access road, <br />and population density. <br /> <br /> There being no further testimony, }~yor Brandes declared the public hearing closed. <br /> <br /> 3. 5/8/79 <br /> <br /> <br />
