After further discussion, it was moved by Vice }~yor Mercer, and seconded by <br />Councilmember Butler, that Resolution No. 79-64, requiring that a directed Environ- <br />mental Impact Report be prepared on the application of Stoneson Development Company <br />for a general plan amendment to change the land use aesignation of a 91.5 acre site <br />located at the southwest intersection of 1-580 and 1-680 from "High Density Resi- <br />dential", "Public and Institutional", and "Parks and Recreation", to "Commercial <br />and Office", "Public and Institutional", and "High Density Residential", to include <br />mitigating measures relative to water, traffic, seismic, residential housing, and <br />utilities, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Wood, and Vice Mayor Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAINED:Mayor Brandes <br /> <br /> The City Attorney advised that because of the above action by Council no further <br />review of the application is appropriate until after Completion of the;directed" <br />Environmental Impact Report. <br /> <br /> Vice M~yor Mercer turned the meeting over to ~yor Brandes. <br /> <br />Application of Thomas K. McManus for a General Plan amendment to change the land <br />use designation of a 5 acre parcel of land located immediately w~sterlX of the <br />tenainus of Sutter Gate Avenue and southerly of the ArroXR ~cho Canal from "Parks <br />and Recreation" to "Medium Density Residential" <br /> Mayor Brandes stated that several public hearings had already been held regard- <br />ing the subject property and public testimony taken. He explained that this item <br />had been initiated by City Council rather than Mr. ~{cManus because they felt the <br />entire 66 acre parcel belonging to Mr. Mc~nus should be included in the General <br />Plan amendment. <br /> <br /> Mr. Harris presented his report dated April 16, 1979, regarding this matter. <br /> ~yor Brandes declared the public hearing open. <br /> <br /> Mr. Peter Turner, Attorney representing Thomas K.
