On the basis of an Initial Study of the potential environmental impacts of the <br />project, the Director of Planning and Community Development has determined that <br />the pro~e~ project would not have any potential significant adverse effects <br />on the environment and that an environmental impact report need not be pEepared. <br />This Initial Study is available for review at the Planning D~vision~ 200 Bernal <br />Avenue~ Pleasanton. Comments on this .~ecisi0~may be directed to either the <br />plannin~ staff prior to the above meeting date, or directiX to the City Council <br />at the above noticed meetin~ <br />Mayor Brandes stated he would not participate in this item due to a potential <br />Conflict of Interest. He turned conduct of the meeting over to Vice Mayor Mercer. <br /> <br /> Mr. Harris presented his report dated April 18, 1979, regarding this matter. <br /> <br /> Vice Mayor Mercer declared the public hearing open on the application and the <br />i~egative Declaration. <br /> <br /> Mr. Art Schumacher, 1450 Stoneridge Drive, Saratoga, speaking on behalf of <br />the Stoneson Development Corporation, stated the proposed General Plan amendment <br />would allow for better development of the property, and he requested Council to <br />grant this change. <br /> <br /> The following persons spoke in opposition to the application: <br /> <br /> Steven Hallgrimson, 369 Oak Lane, representing Anthony Morici <br /> Keith Fraser, 827 K Street, Livermore, representing Valley Memorial <br /> Hospital <br /> Celia Baker, Livermore <br /> Yvan Albert, 7926 Hillsboro Court <br /> <br /> Mr. Schumacher rebutted the concerns of the opponents. <br /> <br /> There being no further testimony, Vice Mayor Mercer declared the public hearing <br />closed on the application and the Negative Declaration. <br /> <br /> After discussion, it was moved by Councilmember Wood that the application be <br />denied. <br /> <br /> The motion died for lack of a second. <br /> <br /> It was moved by Councilmember Butler to approve the Negative Declaration with <br />conditions as recommended by staff in the report dated April 18, 1979. <br /> <br /> The motion died for lack of a second. <br /> <br /> It was moved by Vice Mayor Mercer, and seconded by Councilmember Wood, that <br />an Environmental Impact Report be required on this proposed project to contain <br />information relative to sewer, traffic, noise, water and housing. <br />The roll call vote was as follows: <br />AYES: Councilman ~ood and Vice Mayor Mercer <br />}fOES: Councilmen Butler and Kephart <br />ABSENT: None <br />ABSTAINED:Mayor Brandes <br /> <br /> 6. 4/24/79 <br /> <br /> <br />
