Mayor Brandes declared the public hearing open on the application and the Negative Declaration. Mr. Arlo Jones, P. O. Box 5222, Walnut Creek, representing Longs Drug Stores, presented reasons for requesting a General Plan amendment to allow Longs Drug Stores to construct a store at the northeast corner of Valley Avenue and Santa Rita Road. He stated that a survey had been taken at the Longs Drug Store in Livermore regarding the number of Pleasanton residents shopping there who would like to have a store in Pleasanton, and that over 1,000 signatures were received representing all areas of the City of Pleasanton. Mr. Arlo stated the proposed site was chosen because it was centrally located, had easy access and was near existing businesses. Mr. Arlo presented two petitions signed by the business community in favor of Longs Drug Stores locating at this corner. Mr. Arlo pre- sented a scope of the specific project and surrounding area. Mr. Bernard C. Johnson, Traffic Engineering Consultant, presented a traffic report stating that traffic would not be significantly increased~o cause any adverse impact at the intersection of Valley Avenue and Santa Rita Road if Longs Drug Store located there. Mr. Jones urged favorable consideration by Council on this application for a General Plan amendment. The following persons spoke in favor of the application:. Robinson, 5489 San Antonio Street Donna Aladeen, 4179 Silver Street Buddy Tari, 3231 Vineyard Avenue Carl Britto, 5589 Black Avenue Yvan Albert, 7926 Hillsboro Court Frank Annella, Manager, Sears in Mission Plaza Mark Seeley, 560 Neal Street Aric Granville, 1987 Santa Rita Road, President, and representing Pleasanton Chamber of Commerce The following persons spoke in opposition to the application: Steve Palino, Attorney, 22300 Foothill Blvd., Ha~qard, representing Heritage Valley Homeowners Association Curt Grasso, 1961 Lightland Court, President of the Heritage Valley Homeowners Association, who presented a petition signed by 209 residents which read as follows: "We, the under- signed, wish to make it known that we are against a variance to the >~ster Plan, which would allow a Longs Drugstore, or any other commercial establishment, to be erected on the N.E. corner of the intersection of Santa Rita Road and Valley Avenue. This property is currently zoned Park and Residential. If this Variance is allowed we feel that the increased traffic and congestion which would result, would cause an extreme health and safety hazard." 4. 4/24/78
