Lawrence Livermore Laboratory Councilmember Butler presented his report dated April 24, 1979, regarding adoption of a resolution supporting the activities of the Lawrence Livermore Laboratory. It was moved by Councilmember Butler, and seconded by Councilmember Mercer, that Resolution No. 79-61, in support of the Lawrence Livermore Laboratory, be adopted. The roll call vote was as follows: AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Mercer NOES: None ABSENT: None Litter in Pleasanton Canal near Sports Park Councilmember Mercer stated that Zone 7's Pleasanton Canal, which is adja- cent to the Sports Park, is heavily littered with debris of all types. Council instructed the City Manager to bring this matter to the attention of Zone 7 to alleviate the litter conditions. Scheduling of General Plan Amendments Councilmember Mercer requested that when General Plan Amendments are scheduled on the agenda, when they are several as are on tonight's agenda, that the meeting be started earlier or that two meetings be scheduled to review these public hear- ings. Conditions~ Covenents and Restrictions Mayor Brandes requested that staff prepare a report regarding the CC&R's (Conditions, Covenents and Restrictions) attached to properties and how the City can structure its ordinances not to conflict with them. CITY COUNCIL COMi~ITTEE REPORTS Councilmembers presented various Committee Reports for the information of the Council. MEETING OPEN TO THE PUBLIC No one in the audience addressed the Chair. PUBLIC HEARINGS Application of Longs Drug St~res, Inc., for an amendment to the General Plan to change the land use designation of a four-acre site located at the northeast corner ofya__ll~ey Avenue and Santa Rita Road from "Medium DenSitX Residential" and "Parks and Recreation" to "Commercial and Offices" and "Parks and Recrea- tion On the basis of an Initial Study of the pot.ential environmental impacts of the project~ the P.lan~ng Director has determined that the proposed project not have. any potential .significant adverse effects on the environment and that an environmental impact report need not be prepared.
