The roll call vote was as follows: <br />AYES: Councilmen Kephart, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: Councilman Butler <br /> <br />REPORTS OF BOARDS AND C0}~ISSIONS <br /> There were no reports of Boards and Commissions presented at this meeting. <br /> <br />REPORTS OF THE CITY MANAGER <br />Police Department Staffing <br /> Mr. Brown presented his report dated April 5, 1979, regarding this matter. <br /> <br /> Councilmember Kephart asked various questions about the Police Department <br />activities. <br /> <br /> It was moved by Councilmember Kephart, and seconded by Councilmember Mercer, <br />instructing staff to explore the implementation of a Victimization Study to in- <br />clude a questionnaire responding to the community's feelings regarding this and <br />also a Restitution Program, said questionnaire to be developed by the Human <br />Services Commission. <br />The roll call vote was as follows: <br />AYES: Councilmen Kephart, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: Councilman Butler <br /> <br /> Councilmember Kephart stated he would assist the Human Services Commission <br />in preparing the questionnaire, and requested that the report be ready for <br />Council review in 90 days. <br /> <br /> M~s. Betty Rider, 4393 Mirador Drive, stated she was supportive of the <br />addition of three Police Officers in the Police Department at this time. <br /> <br /> Mayor Brandes strongly urged the approval of this added staff in the Police <br />Department as he felt this was a critical problem and should be alleviated as <br />soon as possible. <br /> <br /> After discussion, it was moved by Councilmember Kephart, and seconded by <br />Councilmember Wood, that Resolution No. 79-53, authorizing the adding of three <br />police officer positions in the Police Department and amending the 1978-79 <br />Budget accordingly, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Kephart, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: Councilman Butler <br /> <br />Additional Fire Department Staffin5 <br /> Mayor Brandes stated he felt the Fire Department staff should also be <br />increased at this time by two firemen, which would allow for 3-man companies <br />at Fire Station Nos. 2 and 3 forty-three percent of the time. tte stated he <br />felt this was a critical need and should be approved immediately. <br /> <br /> Councilmember Mercer questioned the need of additional firemen versus the <br />need of additional patrolmen. <br /> <br /> After considerable discussion, it was moved by Mayor Brandes, and seconded <br />by Councilmember Kephart, that two additional firefighter positions be added in <br />the Fire Department and the 1978-79 Budget be amended accordingly. <br /> <br /> 6. 4/10/79 <br /> <br /> <br />
