The roll call vote was as follows: <br />AYES: Councilmen Kephart, Mercer, Wood, and }~yor Brandes <br />NOES: None <br />ABSENT: Councilman Butler <br /> <br />~TTERS INITIATED BY COUNCILMEMBERS <br /> Councilmember Mercer stated there was dirt still running into the sidewalk <br />and curb area from the construction of the shopping center site at the inter- <br />section of Hopyard Road and Valley Avenue, that he had brought to the attention <br />of staff on }~rch 13. Staff stated this matter should have been corrected and <br />that they would follow up on this problem. <br /> <br /> Councilmember Mercer stated he had received a complaint about the sidewalk <br />being split on Hopyard Road near the bridge, and requested staff to correct <br />this dangerous situation. <br /> <br /> Councilmember Kephart stated he had received several complaints regarding <br />excessive noise of music and amplified sounds at parties, and he requested staff <br />to explore an ordinance for adoption by City Council to control this problem. <br />Staff stated they would report back in 30 days regarding this matter. <br /> <br /> Councilmember Kephart inquired as to when the proposed recreational vehicle <br />ordinance would be presented to Council. Mr. Brown advised the draft ordinance <br />should be ready for Council review at the Council meeting of May 8, 1979. <br /> <br /> Mayor Brandes advised that he had been contacted by Supervisor Valerie Ray- <br />mond regarding the possible construction of a State Jail Facility at Santa Rita. <br />He stated that a meeting had been held last week by Supervisor Raymond with <br />various Valley officials to inform them of the proposed project, and that <br />Councilmember Kephart had artended this meeting. .Mayor Brandes requested that <br />a letter be sent to the Board of Supervisors asking that the City be actively <br />involved in the planning process of the proposed additional jail facilities. <br />Councilmember Mercer requested that letters also be sent to Assemblyman Mori, <br />Senator Holmdahl, and Representative Stark regarding this matter. Council con- <br />curred. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmembers presented various Committee Reports for the information of <br />the Council. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Robert Pearson, 3590 Churchill Court, stated he felt the City's require- <br />ment regarding the planting of 15 gallon trees by a developer be changed to allow <br />whips to be planted. He stated that whips were less expensive and grew into much <br />better trees than the larger startings. He requested Council to investigate a <br />change in policy regarding this requirement. Council instructed staff to report <br />back on the matter. <br /> <br /> ~fr. Kendall Kelly, 490 Adams Way, stated his neighborhood was being violated <br />by a noise problem from the house at 496 Adams Way. He further stated that <br />apparently four young men under 21 years of age occupied the house and that many <br />young people were there at various times of the day and night. Mr. Kelly stated <br />that there was excessive traffic and speeding by cars and motorcycles from this <br />location. He cited an incident that happened Saturday night of a car traveling <br />at an estimated speed of 80 mph ran through his front yard, wrecking his car, <br />lawn, outside light and retaining wall.
