Mr. Brad Hirst, 2456 Minivet Court, stated this matter had been discussed <br />for the last 12-14 years and that all the various General Plan committees and <br />boards and commissions since that time had favored consolidation of the rail- <br />road tracks on the Western Pacific. He stated that Council would be following <br />the will of the people to approve this project. He urged track consolidation <br />on the Western Pacific line. <br /> <br /> Mrs. Noel Anger, 541 St. ~ry Street, stated the present General Plan does <br />not call for consolidation on the Western Pacific tracks. <br /> <br /> Mr. Joseph Madden, 3851 Vineyard Avenue, stated the General Plan shows only <br />one railroad track and that is the Western Pacific. He stated he was in agree- <br />ment with the City Manager's recommendation for railroad track consolidation on <br />the Western Pacific. <br /> <br /> Mr. Robert Philcox, 2411 Crestline Road, complimented Council on the conduct <br />of the public hearings regarding this matter, and stated he was in favor of the <br />Western Pacific consolidation project. <br /> <br /> Mr. Leo Heckathorn, 4202 Stanley Boulevard, asked if further consideration <br />would be given to consolidation on the Southern Pacific. Staff advised that <br />only the Western Pacific railroad track consolidation was being considered at <br />this time. <br /> <br /> Mr. Thurman Caudill, 4715B Augustine Street, stated he felt the Western <br />Pacific was the wrong project, that he was opposed to it, and he felt the issue <br />should be placed on a ballot. <br /> <br /> After Councilmembers comments, it was moved by Councilmember Mercer, and <br />seconded by Councilmember Kephart, that Resolution No. 79-47, be adopted, <br />resolving that the Railroad Track Consolidation Project on the Western <br />Pacific alignment with the specific elements, modifications and mitigation <br />measures set forth in Exhibit I entitled, "Railroad Track Consolidation Pro- <br />ject Proposal", including the connection of Del Valle Parkway to Main Street, <br />be selected; that in adopting this project the Council declares and adopts <br />the Environmental Impact Findings and Statement of Overriding Considerations <br />attached to the City Manager's report of March 27, 1979, for both the track <br />consolidation proposal and the extension of the Del Valle Parkway to Main Street; <br />and in addition, the Council authorizes the City Manager to submit to the PUC an <br />application for authorization to proceed with the track consolidation. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br />ABSTAINED:Councilman Wood <br /> <br /> Mayor Brandes thanked representatives of DeLeuw, Cather and Company for their <br />presentations and patience regarding the railroad track consolidation project. <br /> <br />Matters for the Information of the Council <br /> There were no matters for the information of the Council presented at this <br />meeting. <br /> <br />Bike Paths ~ Sta~!.ey Boulevard and Stoneridge Drive <br /> Mr. Brown advised that this matter had been referred to the Park and Recrea- <br />tion Commission for their review and recommendation, by the City Council at their <br /> <br /> 6, 3/29/79 <br /> <br /> <br />
