Mr. Brown presented his report dated March 27, 1979, regarding this matter.

Mayor Brandes stated that significant time had been allowed at several
public hearings regarding the railroad track consolidation project for public
input· however· anyone desiring to speak on this issue could do so at this time.

Mr. Richard Wood, 928 Kolln Street· stated he felt that consolidation on the
Southern Pacific tracks should be considered, which would allow for direct align-
ment of the Del Valle Parkway to Stanley Boulevard.

Mr. Brian Bourg, 4512 Second Street, presented a petition with 103 signatures
which read as follows:

"We homeowners and residents on the east side of Pleasanton, have
·
not yet expressed our concern relative to the proposed railway merger.
We feel most strongly that our investment in our homes· our concern
for access to existing city fire and police services, and the fact
that we must cross one or both of the existing rail lines several
times each day gives us a very large stake in this merger plan. We
believe that the known engineering facts, fairness and the stated
costs indicate most strongly that use of the W.P. corridor is the
logical choice. We urge the City Council to make their decision
based on those facts."

Mr. Bourg stated he favored consolidation on the Western Pacific tracks.

Mr. Bob Abreu, 4653 Del Valle Parkway, asked about the two lane grade separa-
tions, stating he felt this should be more clearly defined in the report. He
reiterated his request that Council consider placing a 4-way stop sign at Del
Valle Parkway and Harvest Road. Mayor Brandes pointed out that Exhibit I had
detailed statements as to the lane configuration of the underpass.

Mrs. Sandy Gunnarson, 517 St. Mary Street, asked how various'streets would
be closed if railroad track consolidation is on the Western Pacific line. Staff
advised that streets such as St. John would be made cul-de-sacs and would be
clearly marked..

Mr. Mike Donahue, 4687 Second Street, stated he favored consolidation on the
Western Pacific tracks.

Mrs. Dorothy Mason, 7055 Via Quito, stated she felt there were glaring draw-
backs to the project as proposed on the Western Pacific tracks, that the effects
of it will change the complexion of the community, that the Council had not
listened to what the citizens were saying, and that a project and expenditure
of this magnitude should be placed on a ballot to be voted upon by the residents
of Pleasanton. She stated this would not delay the project and would determine
whether or not the people really wanted the project and if so on which tracks.
She added. she felt the project was a mistake.

The Mayor and Councilmembers responded that they had listened to all the
public input and would make their decision based on what they felt was right and
in the best interests of the entire City. They also stated they felt this was a
decision they should make, as elected officials, and would not favor placing the
issue on a ballot.

Mr. William Hirst, 478 Ewing Drive, stated he favored consolidation on the
Western Pacific and urged Council to approve the recommendations of City staff
for the Western Pacific railroad track consolidation.

5. 3/29/79
