PUBLIC HEARINGS <br /> Review the Final Environmental Impa~t Report of the Del Valle Parkway Extension <br /> Mr. Brown presented his report dated March 23, 1979, regarding this matter. <br /> <br /> Mr. Paul Holley, representing DeLeuw, Cather and Company, reviewed the Del <br /> Valle Parksgay Extension Environmental Impact Report, stating that it was full <br /> and complete and that it meets CEQA and State Guidelines. Mr. Holley explained <br /> the elements of the project, displayed maps showing proposed parkway extension <br /> plans, and discussed mitigation measures and solutions, and adverse impacts of <br /> significance. He answered various questions of the Council regarding the project. <br /> <br /> Mayor Brandes declared the public hearing open. <br /> <br /> Mrs. Olga Morrow, 4593 Del Valle Parkway, stated she did not feel that <br />Pleasanton Safe Street Association representatives had been given sufficient <br />time to review the final Environmental Impact Report, and that the matter should <br />be continued to allow additional time for study of this document. <br /> <br /> Mr. Bob Abreu, 4653 Del Valle Parkway, stated that no mention was made in <br />the Environmental Impact Report regarding solid waste pollution along the Del <br />Valle Parkway. He requested that consideration be given to the addition of <br />street lights and painting curbs with reflector paint to increase safety. He <br />also requested that a 4-way stop sign at Del Valle and Harvest be considered. <br /> <br /> Mr. Richard Wood, 928 Kolln, asked that if the Western Pacific tracks were <br />removed, would it be possible to have a direct realignment from Del Valle with <br />Stanley Boulevard. Staff advised this would be possible if the Western Pacific <br />tracks were removed. Mr. Richard Wood asked that Council take this into con- <br />sideration in their final decision. <br /> <br /> There being no further public testimony, Mayor Brandes declared the public <br />hearing closed. <br /> <br /> Councilmember Wood asked the City Attorney if there would be any potential <br />Conflect of Interest in his participation on this item, as it mentions the <br />railroad consolidation project. The City Attorney advised there would be no <br />Conflict of Interest as to certification of the Environmental Impact Report on <br />the Del Valle Parkway extension. <br /> <br /> After discussion, it was moved by Councilmember Butler, and seconded by <br />Councilmember Wood, that Resolution No. 79-46, certifying that the Environmental <br />Impact Report has been completed in compliance with CEQA and State Guidelines; <br />certifying that the City Council has reviewed and considered the information in <br />the Environmental Impact Report; and find that the project would have a signifi- <br />cant impact on the environment and establish the boundaries of that impact, that <br />impacts identified on pages 3, 4 and 5 of the Environmental Impact Report should <br />be found as significant and that the area affected be the City of Pleasanton, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Brandes recessed the meeting at 9:05 P.M. <br /> <br /> Mayor Brandes reconvened the meeting at 9:15 P.M. <br /> <br /> 3. 3/29/79 <br /> <br /> <br />
