Councilmember Kephart presented six pictures that he had taken of trucks and <br />recreational vehicles parked on various streets in Pleasanton causing unsightly <br />and dangerous conditions, to reinforce his point for the need of an ordinance to <br />control. this problem in the City. <br /> <br /> Councilmember Kephart requested City Council support to ask staff to investi- <br />gate the development of a Restitution Program, to possibly deal with daytime <br />burglaries. He asked that programs and ordinances on this subject be surveyed <br />and reported back to Council. Council concurred. <br /> <br /> Councilmember ~ercer requested the Mayor to write a letter to the Rotary <br />Club thanking them for their donation and planting of 190 trees at the Sports <br />Park this past ~eekend. Council concurred. <br /> <br /> Councilmember Mercer stated there was dirt running into the sidewalk and <br />curb area from the construction of the shopping center site at the intersection <br />of Hopyard Road and Valley Avenue; he requested staff to investigate and correct <br />thfs problem. <br /> <br /> Councilmember Wood asked if any personnel had been hired to replace those <br />layed off due to Proposition 13. Mr. Brown advised that only those positions <br />authorized by City Council were being filled. He stated that several persons <br />were being utilized at City Hall under the Valley Volunteer Bureau Women's <br />Re-Entry Program. <br /> <br /> ~yor Brandes stated that he would be considering assignments to the various <br />Council liaison committees shortly, and requested Councilmembers to present in- <br />put of preferences and improvement of these committees. Mayor Brandes asked <br />that Councilmembers continue in their present assignments until reassignments <br />are made. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmembers presented various Committee Reports for the information of the <br />Council. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Terry Bell, 4722 Harrison Street, stated that with regard to the petition <br />he presented at the City Council meeting of February 27, 1979, relative to the <br />proposed apartment complex at 4741 Harrison Street, the newspaper articles seemed <br />to indicated the residents in the area were opposed to the design of the apart- <br />ment. Mr. Bell stated the residents were not in opposition to the design of the <br />apartment but were concerned about the increased traffic and parking that the <br />proposed complex would create and the safety factor involved, especially with <br />emergency vehicles. He asked Council to review the decision of Design Review on <br />the apartment complex at 4741 Harrison Street. <br /> <br /> Mayor Brandes advised Mr. Bell that RAP allocations would not'be approved for <br />any construction until October, 1979, and that the entire Old-Town area was in- <br />cluded in a zoning study being done by staff which is scheduled to be completed <br />by June. Mayor Brandes instructed staff to see that Mr. Bell received a copy of <br />this report and that he be advised as to when the report would be reviewed by <br />Council. <br /> <br /> Mr. Stanley Kephart, 6232 Corte Altamira, speaking as a citizen, expressed <br />displeasure of a picture in the Tri-Valley Herald on }{arch 11, 1979, related to <br />Juvenile Crime, showing how to commit a burglary. He commended the article but <br />stated he felt the picture was in poor taste. <br /> <br /> 4. 3/13/79 <br /> <br /> <br />
