4G9 <br /> <br /> ~TTERS INITIATED BY COUNCILM[MBERS <br /> Mayor Mercer stated this was the first regular City Council meeting held at <br />---- the new location of the Fairgrounds Cafeteria. He added that use of the Justice <br /> Court Building has been discontinued due to cutbacks resulting from Proposition <br /> 13. <br /> <br /> Councilmember Kephart asked what progress had been made in scheduling a <br /> meeting with various legislators regarding the Council's concerns of the Federal <br /> Correctional Center. Mr. Brown advised that he had been in touch with Represen- <br /> tative Stark's office and that after further communication this week he hoped to <br /> establish a meeting date. He stated that he had not received any reply from <br /> Senator Hayakawa, and that Senator Cranston's office indicated they were pre- <br /> paring a response but that it had not been received yet. <br /> <br /> Councilmember Kephart requested staff to determine if an Environmental Im- <br /> pact Report had been prepared when the Federal Correctional Center was located <br /> in Pleasanton, the date of any public hearings on this matter, and if an Environ- <br /> mental Impact Report was prepared on the recent expansion of the complex, and <br /> report back to Council with this information. <br /> <br /> Councilmember Brandes stated he had read in a newspaper that the ABAG Execu- <br /> tive Ccmmittee would be recommending approval of the ramp metering project and <br /> diamond lanes on 1-580 to the ABAG General Assembly on January 13, and he re- <br /> quested that Council write a letter to ABAG stating their position in opposition <br /> to these projects. Councilmember Brandes reiterated his position of opposition <br /> to City of Pleasanton participation in ABAG. Mr. Brown advised that the ABAG <br /> staff ~as not aware of the Executive Board Committee's proposed recommendation. <br /> Councilmember Wood stated he would be attending the ABAG General Assembly on <br /> January 13 and would express the City's position of opposition to the 1-580 <br /> projects if the issue was discussed. <br /> <br /> Councilmember Brandes stated that there were discussions to make 1-580 Free- <br /> way at ~cArthur Boulevard into six lanes rather than the eight lanes as origi- <br /> nally planned, and he requested that a letter be transmitted to the State agencies <br /> expressing opposition to any narrowing of the Freeway in future expansions. <br /> <br /> Councilmember Brandes stated there was an item before the Board of Super- <br /> visors regarding consideration of rebuilding or relocation of the Santa Rita <br /> Jail facility. He expressed opposition to the facility at this location be- <br /> cause it was inadequate and a safety hazard to the community. Councilmember <br /> Brandes requested staff to write letters to the City of Livermore and DSRSD <br /> asking their support on this matter, and advising the Board of Supervisors of <br /> the City~s position of opposition to the facility at the present location and <br /> encouraging that it be located elsewhere in the County. Council concurred. <br /> <br /> Councilmember Wood inquired if the recently completed water and sewer lines <br /> on Peters Avenue and the Central Business District storm drainage outfall had <br /> been adequate in the recent rainstorm. Mr. Brown advised the new lines were <br /> working properly but that old lines were inadequate and had caused minor flood- <br /> ing in the downtown area. He stated that future public improvements will <br /> extend the system to Main Street and other areas of frequent flooding. <br /> <br /> Councilmember Kephart requested that consideration be given to the use of <br /> a City Press Relations Officer through which all news information of signifi- <br /> cance could be channeled, in order that the press and public would get correct <br /> information. After discussion, Council concurred and instructed staff to pre- <br /> pare a report regarding this matter for review by Council. <br /> <br /> 2. 1/9/79 <br /> <br /> <br />
