Mr. Barton stated that it depended <br /> on the type of project decided upon; that an underpass took approximately 18 months <br /> to construct and an overpass less tirae~and that the total project would take <br /> approximately two years for completion. <br /> <br /> Why was the Western Pacific realignment selected'as the best track to use? <br />Y~. Barton listed the following reasons: (1) that it is in conformance with the <br />Pleasanton General Plan; (2) future plans by BART to occupy the Southern Pacific <br />right-of-way; (3) Western Pacific already has CTC Signal System through their <br />entire system; (4) any PUC approval must minimize grade crossings; (5) Western <br />Pacific business already established in Pleasanton, i.e., Villa Armanda Winery; <br />and (6) Western Pacific has 12 to 16 trains per day through Pleasanton while <br />Southern Pacific only has 3 to 4, thus it would be easier to reroute the Southern <br />Pacific trains. <br /> <br /> Councilmember Wood stated that because of his affiliation with the Villa <br />Armanda Winery and its role in this issue, he would abstain from participating <br />in this matter because of Conflict of Interest, however, he would sit in on the <br />discussions due to the importance of the item. <br /> <br /> What is the cost to install CTC Signal System on the Southern Pacific? Mr. <br />Barton stated he did not have these figures but would make them available at the <br />next meeting. <br /> <br /> Why has preliminary work been started on this project without any publicity? <br />>~yor Mercer stated that this matter had been an agenda item and discussed by <br />the City Council and also by the City of Livermore and Alameda County, and that <br />it had been properly noticed. <br /> <br /> [ty wasn't an Environmental Impact Report prepared on the Southern Pacific <br />tracks for comparison with the Western Pacific Envirommental Impact Report? Mr. <br />Barton explained that it was felt by the engineers that the Western Pacific was <br />the most desirable route and therefore only prepared one Environmental Impact <br />Report for these tracks. Also, Environmental Impact Report costs were involved. <br /> <br /> Would using the Southern Pacific tracks instead of the Western Pacific tracks <br />jeopardize the PUG grant and priority ranking? Mr. Barton stated that it pro- <br />bably would not because of grade separations. <br /> <br /> Will the number of Southern Pacific trains increase with expanded industry? <br />Mr. Holley stated that usually the length of trains was increased rather than <br />the nu_~ber with added business. Mayor Mercer requested that DeLeuw Cather report <br />on tha possibility of future increased Southern Pacific train traffic at the next <br />meeting. <br /> <br /> ~y not consider the total route through Pleasanton and all crossings, par- <br />ticularly Santa Rita Road? Mr. Barton stated that Santa Rita Road crossing <br />would be considered at a later date. <br /> <br /> How will the project be financed? Mr. Barton explained that the PUG grant <br />is 80% of the total project up to $5 million, 10% is funded by the railroads, <br />and 10% by local agencies. <br /> <br /> l~s the noise factor been considered in the Environmental Impact Report? <br />~.
