MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> January 3, 1979 <br /> <br /> CALL TO ORDER <br /> ~yor Kenneth ~.Iercer called the Special Meeting of the City Council to order <br /> at 8:00 P.M. <br /> <br />ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br />Councilmembers Brandes, Butler, Kephart, Wood, and Mayor Mercer were present. <br />Mr. Brown, City Manager, Mr. Levine, City Attorney, Mr. Campbell, Director of <br />Public Works and Utilities, and Mr. ~rris, Director of Planning and Community <br />Development, were present. <br /> <br />RAILROAD TRACK CONSOLIDATION PROJECT <br /> Mayor Mercer welcomed citizens to this informational meeting regarding the <br />railroad consolidation project. Mayor Mercer introduced members of the Council <br />and staff as well as representatives Bob Barton and Paul Molley of DeLeuw Cather <br />Company, engineers for the project. Mayor Mercer stated the purpose of this <br />meeting was for the engineers to explain the project and to answer questions <br />and concerns of the residents. <br /> <br /> ~fr. Brown presented his report dated December 26, 1978, regarding this mat~e~n~ <br /> <br /> Mr. Barton, DeLeuw Cather Company, explained the railroad consolidation pro- <br />· ject in detail and displayed charts and maps showing proposed routes, bridgas~ <br />overpasses and underpasses, and grade separations of the portion of the project <br />within the Pleasanton City Limits, which show the Western Pacific Railroad tracks <br />being used in the consolidation rather than the Southern Pacific tracks. Mr. <br />Barton stated that the Environmental Impact Report was in draft form and that <br />comments should be presented by January 10, 1979, in order to be considered in. <br />the final Environmental Impact Report. Mr. Barton presented background informa- <br />tion on the project, stating that it had been considered in the General Plan <br />for several years, and that with the decline in train traffic on the Southern <br />Pacific it was felt that one line could carry all trains. He explained that the <br />Western Pacific line was already equipped with the CTC Signal System. ~{r. Barton <br />stated that PUC funding was granted on the considerati~nof grade crossing traffic <br />safety improvement and that the PUC had ranked this project 5th on the priority <br />list. <br /> <br /> Members of the audience asked the following questions: <br /> <br /> l~y not use the Southern Pacific tracks instead of the Western Pacific tracks? <br />Mr. Barton stated there were signaling problems on the Southern Pacific and that <br />the Western Pacific was already equipped with the CTC Signal System and they would <br />not agree to operate on a track without this system. Mr. Barton also stated that <br />the Western Pacific and Southern Pacific could consolidate without the concurrence <br />of the City and that they would probably use the Western Pacific tracks. <br /> <br /> <br />
