REPORTS OF THE CITY MANAGER <br />~e~uest for Sewer Permits for Property.at valley Avenue/Hansen Drive <br /> Mr. Brown presented his report dated December 13, 1979, regarding this matter, <br />stating that the request for a commitment of 25 sewer connection permits for the <br />Mackay property is proposed as a benefit to the City and to the property owner. The <br />full benefit to the City would not be realized until both of the other links of <br />Valley Avenue are complete and that timing is unknown. More importantly, granting <br />of the request would necessitate at least a partial change in an existing position <br />regarding the Sunol phase-out capacity. While this position should be reviewed, <br />such a review and possible change should occur at a date closer to the actual phase- <br />out. <br /> <br /> Councilmember Mercer asked if consideration had been given to the fact that the <br />City initiated the rezoning of this property, not the property owner. Mr. Brown <br />advised he had taken this fact into consideration. <br /> <br /> After discussion, it was moved by Mayor Brandes, and seconded by Councilmember <br />Mercer, that the request of Mr. Mackay for the commitment of 25 sewer connection <br />permits for the property at Valley Avenue/Hansen Drive, be denied, and that this <br />matter be placed on the agenda for the first meeting in May for further considera- <br />tion and review. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSbNT: None <br /> <br />Report on. Recyclin~ Grant Application <br /> Mr. Brown prese-~ .h~.s report da~_~._D~c~mb~_r..,~79 n~ar. din~.~.this_~mat~ter. <br /> <br /> Councilmember Wood expressed concern about the power of the Alameda County Solid <br />Waste Management Authority and the possibility of the assessment of two taxes on <br />City residents for solid waste service. Councilmember Wood stated he felt the City <br />Council should inform the Authority of Pleasanton's recycling grant application and <br />that we also have our own transfer station. He expressed concern regarding which <br />is the best way for the City to proceed regarding solid waste, but felt the Author]tD~ <br /> Cit ' <br />should be notified of the y s intent relative to disposal. <br /> <br /> Councilmember Mercer stated he was a member of the Alameda County Solid Waste <br />Management Authority at its inception but now the situation is more complex and he <br />is not familiar with the issues. He stated he felt that if Councilmember Wood feels <br />there should be a feasibility study done then he would concur with that. <br /> <br /> Mr. Brown advised that the Council had reviewed the Solid Waste Management Plan <br />several months ago and had recommended to the Authority that the City of Pleasanton <br />would like to proceed on their own disposal services. <br /> <br /> Councilmember Wood stated he would like to abstain from further participation <br />on this item because of a plan he is currently working on that could relate to thig <br />matter. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Butler, that <br />the City of Pleasanton reiterate its previous position of: (1) a strong local role <br />in solid waste management with the Authority having plan review powers; (2) continue~ <br />operation of the Authority under a Joint powers agreement with appropriate changes <br />made to assure the Authority can adequately deal with conflicts between individual <br />agency proposals and the Solid Waste Management Plan; and (3) a final Solid Waste <br />Management Plan that preserves local options to the extent possible and which re- <br />lates all goals specifically to economic considerations, a~d transmit this position <br /> <br /> 5. 12/18/79 <br /> <br /> <br />
