He advised he <br />would provide Council with a copy as soon as it is finished. <br /> <br /> It was moved by Councilmember Kephart, and seconded by Mayor Brandes, authoriz- <br />ing staff to file an application for a grant to study the feasibility of recycling <br />methods in Pleasanton. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br />ABSTAINED:Councilman Wood <br /> <br />Employment of Outside LeSal Counsel with Regard to Federal Correction Facilit~ <br /> Mr. Levine presented his report dated December 18, 1979, regarding this matter. <br /> <br /> After discussion, it was moved by Councilmember Kephart, and seconded by Mayor <br />Brandes, that Resolution No. 79-259, authorizing the City Manager to enter into a <br />contract with Mr. Joseph Brecher, an attorney with offices in Oakland, to investi- <br />gate the potential violation of the National Environmental Policy Actor other <br />federal guidelines with regard to the Federal Correctional Facility in Pleasanton, <br />at a cost not to exceed $1,000.00, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br />StUd7 District for 26 acres of Taubman Corporation located on the northeast corner <br />of Foothill Road and Stoneridge Drive <br /> Mr. Brown advised that on August 28, 1979, Council placed the 26 acre parcel of <br />property containing the proposed BART station into a Study District, for review and <br />resolution of concerns of residents in the area. Mr. Brown stated that the Study <br />District was for a period of four months and that time was expiring on this Study <br />District designation. Mr. Brown stated that if Council desired to extend the Study <br />District time period, action would be required at this time to do so. No action <br />was taken by Council on this matter. <br /> <br />~icTcle Licensing Program <br /> Mr. Walker presented his Information Report dated December 13, 1979, regarding <br />this matter, outlining a new program that would make it possible to license bicycles <br />by mail. <br /> <br /> Councilmember Mercer stated he would like for police and fire personnel to make <br />this information available when they go to any schools for presentations of any kind. <br /> <br /> 6. 12/18/79 <br /> <br /> <br />
