Mr. Brown advised that normally any grant application is submitted with the staff report but because this particular grant application was not completed but had to be transmitted before the next Coundil meeting, he had prepared the staff report and recommendations without attaching the grant application to it. He advised he would provide Council with a copy as soon as it is finished. It was moved by Councilmember Kephart, and seconded by Mayor Brandes, authoriz- ing staff to file an application for a grant to study the feasibility of recycling methods in Pleasanton. After discussion, it was moved by Councilmember Kephart, and seconded by Mayor Brandes, that Resolution No. 79-259, authorizing the City Manager to enter into a contract with Mr. Joseph Brecher, an attorney with offices in Oakland, to investi- gate the potential violation of the National Environmental Policy Actor other federal guidelines with regard to the Federal Correctional Facility in Pleasanton, at a cost not to exceed $1,000.00, be adopted. The roll call vote was as follows: AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes NOES: None ABSENT: None StUd7 District for 26 acres of Taubman Corporation located on the northeast corner of Foothill Road and Stoneridge Drive Mr. Brown advised that on August 28, 1979, Council placed the 26 acre parcel of property containing the proposed BART station into a Study District, for review and resolution of concerns of residents in the area. Mr. Brown stated that the Study District was for a period of four months and that time was expiring on this Study District designation. Mr. Brown stated that if Council desired to extend the Study District time period, action would be required at this time to do so. No action was taken by Council on this matter. ~icTcle Licensing Program Mr. Walker presented his Information Report dated December 13, 1979, regarding this matter, outlining a new program that would make it possible to license bicycles by mail. Councilmember Mercer stated he would like for police and fire personnel to make this information available when they go to any schools for presentations of any kind. 6. 12/18/79
