Mayor Brandes declared the public hearing open on the application and the <br />negative declaration. <br /> <br /> Mr. Rick Angrisani, representing Ponderosa Homes, stated this plan had been <br />presented to the Planning Commission and City Council at previous hearings. He <br />called attention to two minor changes - that the school sites were no longer shown, <br />and reducing the medium density and increasing the high density residential. He <br />stated that basically the configuration of the plan was the same as the original <br />plan. <br /> <br /> Mayor Brandes asked Mr. Angrisani if he would agree to the recommendations of <br />the Park and Recreation Commission. Mr. Angrisani stated he was willing to accept <br />these recommendations. <br /> <br /> Councilmember Mercer asked if a formal letter had been received from the School <br />District stating they no longer needed these sites for schools. Mr. Harris advised <br />that the City had received a letter from the School District stating they no longer <br />needed the 6 thru 8 and the K-5 sites. <br /> <br /> The following persons spoke in opposition to this item: <br /> <br /> Mr. Bob Weber, 7532 Valley Trails Drive, representing 40 residents on Valley <br />Trails Drive, stated this group voiced their opposition to this application in August. <br />He stated this group objected to high density development behind their homes. He <br />recommended the following changes be made: (1) move high density away from the single- <br />family homes; (2) place a definite limit on the number of high density units; (3) get <br />confirmation in writing from the School District regarding school sites; (4) support <br />the Park and Recreation recommendations for additional park lands; (5) that new home <br />buyers be advised of the proposed high density development; and (6) prior to approving <br />the general plan amendment'that the developer must meet with the homeowners to discuss <br />these concerns. Mr. Weber requested this item be continued until these matters can be <br />satisfactorily resolved. <br /> <br /> Mr. Angrisani rebutted, stating that only one woman had called him and he had <br />offered to meet with her but heard nothing further. He stated the high density area <br />would be heavily landscaped and felt there would not be any incompatibility with the <br />homes on Valley Trails Drive. He added there would not be any rental units in the <br />complex. Mr. Angrisani stated the other concerns had been taken care of already. <br /> <br /> There being no further testimony, Mayor Brandes declared the public hearing <br />closed on the application and the negative declaration. <br /> <br /> Councilmember Mercer stated he felt the residents on Valley Trails Drive should <br />be given the opportunity to discuss the high density development with the developer. <br /> <br /> Mayor Brandes stated he felt this matter had been adequately addressed at the <br />previous public hearings before the Planning Commission and the City Council, and <br />that the concerns of the Valley Trails Drive residents could be addressed at the <br />development plan stages. <br /> <br /> Councilmember Butler stated that normally the development plan stage was the <br />place to discuss concerns, however, he felt the location of the high density should <br />be addressed at this point in the development process. <br /> <br /> 9. 12/11/79 <br /> <br /> <br />
