Mrs. Alice Mohr,. 431 St. Mary Street, stated she was opposed to changing this <br />area of downtown to commercial as it would blight the area and take away its charm. <br />She stated she intended to remain in her hom~at this address for many years. and <br />felt the zoning should remain residential. She added she maintained her residence <br />in good order and that her neighbors did also. <br /> <br /> Mr. Roger Nerton, speaking on behalf of his parents who reside at 462 St. Mary <br />Street, stated they were opposed to the zoning change, and felt that commercial <br />zoning would only benefit persons not living in the area. <br /> <br /> T~ere being no further testimony, Mayor Brandes declared the public hearing <br />closed on the application and the negative declaration. <br /> <br /> It vas moved by Councilmember Wood, and seconded by Councilmember Mercer, that <br />Resolution No. 79-251, denying the application of Harris Realty Company to change <br />th~ land use designation of the General Plan for the properties located at 444, 471, <br />486, 496, and 459 St. Mary Street from "High Density Residential" to "Commercial <br />and Offices", be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes <br />~OES: None <br />ABSENT: None <br /> <br /> Due to the above action by Council, no action was required or taken on the <br />Negative Declaration'prepared for this item. <br /> <br /> Mayor Brandes recessed the meeting at 9:05 P.M. <br /> <br /> Mayor Brandes reconvened the meeting at 9:10 P.M. <br /> <br />Application of Ponderosa Homes for a General Plan Amendment which would comprehensively <br />change. the land use designation of an approximately 195 acre site located between 1-680 <br />and HopTard Road and west of the existing Del Prado Developme~t <br /> <br />On the basis of an Initial Study of the potential environmental impacts of the pro~ect, <br />the Director of Planni~ 'and. Co~unity Development h.as determined th~'t' the. pr0poSedI' . <br />pro~ect would not have....any potential si~.nificant adverse effects on the environment <br />and that an environmental impact report need not be prepared. This Initial Study is <br />available for review at the Planning. pie!sign~ 20.0 .Bernal Avenue~ P!easanton. Com~.~ <br />merits on this decision may. be directed to either the Planning staff prior to the above <br />meetin~ date, or directly to the City Council at the above noticed meeting <br /> }~. Harris presented his report dated December 4, 1979, regarding this matter. <br /> <br /> Mrs. Kathy O'Brien, Chairperson of the Park and Recreation Commission, stated that <br />the Park and Recreation Commission addressed the matter of park development for the <br />land included in the proposed Ponderosa Homes development both at the Joint meeting <br />with members of the City Council and their regular meeting on November 28th. She <br />added that the Park and Recreation Commission unanimously passed Resolution No. 79-7, <br />stating that the Park and Recreation Commission does hereby recommend to the City <br />Council that a 15 acre park be placed on the northwest corner of Hopyard and Valley, <br />backed by the Pleasanton Canal and that the park be developed to include a night lit <br />tennis, handball, and racquetball complex with a play area for children and youth. <br />The Commission further recommends to Council the development of a small neighborhood <br />park in that section of Ponderosa Homes development backing against Highway 680 and <br />enlarging Hansen Park to include that land previously designated as a school site if <br />the development of the neighborhood park and Hansen Park can be accomplished without <br />effecting the integrity of the 15 acre park. <br /> <br /> 8. 12/11/79 <br /> <br /> <br />
