It was moved by Councilmember Mercer, and seconded by Councilmember Butler, to <br />continue without prejudice the application of Ponderosa Homes for a General Plan <br />Amendment which would comprehensively change the land use designation of an approxi- <br />mately 195 acre site located between 1-680 and Hopyard Road and west of the existing <br />Del Prado Development, to the next meeting when general plan amendments are considered, <br />and instructing the developer to meet with the homeowners on Valley Trails Drive to <br />resolve the concerns of these residents. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, and Wood <br />NOES: Mayor Brandes <br />ABSENT: None <br /> <br /> Mr. Harris advised that the Negative Declaration for this application has been <br />approved previously. <br /> <br />Application of John and Joan Caroline for a general plan amendment which would com- <br />prehensiyely change the land use designation of a 69 acre site located on the south <br />side of Valley Avenue and immediatelX easterly of'the residences alon~ Kolln Street <br />from "General and Limited Industrial" t~"'General and Limited Industrial/Commercial <br />and Offices/Medium and/or High Density Residential" <br /> <br />An environmental impact report has been pr.eparad for this prop.osal. Copies are <br />available for review at the Plannin~ Division~ 200 Bernal Avenue~.Pleasan~on~ and <br />at the Pleasanton Library, 433.3 Black Avenue <br /> Mr. Harris presented his report dated December 4, 1979, regarding this matter. <br />He advised that the Planning Commission had met earlier this date to discuss the <br />item and had voted unanimously to recommend denial of this application. <br /> <br /> Mayor Brandes stated that this concept was an interesting opportunity for <br />affordable housing in Pleasanton and revealed what could be done by private enter- <br />prise as compared to public housing developments. He stated that delay of such a <br />project would increase its cost due to rate of inflation. Mayor Brandes stated <br />that while it is obvious this type of housing is needed in Pleasanton there ismuch <br />objection to the proposed location of this development, and that perhaps it can be <br />placed at another location in the City. <br /> <br /> Mayor Brandes declared the public hearing open on the application and the <br />environmental impact report. <br /> <br /> Mr. John Caroline, 4487 Pleasanton Avenue, stated he felt this is a good project <br />for low cost housing in Pleasanton, and quoted prices of $79,500 for 3 bedroom, 2 <br />bath, single-family homes; and $75,400 for 2/3 bedroom, 2 bath, garden court homes. <br />He added that he was opposed to any moratorium on general plan amendments as he <br />felt any citizen should be able to come to the City Council at any time, and that <br />the system should be left open for decisions. <br /> <br /> Mayor Brandes asked Mr. Caroline if he would like to withdraw his application. <br />Mr. Caroline replied he would like to continue with the public hearing on his <br />application and requested a decision be made by Council. <br /> <br /> The following persons spoke in opposition to this application: <br /> <br /> Mr. Lars Jotten, 1265 Kolln Street, representing the Kolln Street residents, <br />stated this group opposed the application because of the medium/high density <br /> <br /> 10. 12/11/79 <br /> <br /> <br />
