After discussion, it was moved byMayor Brandes, and seconded by Councilmember <br />Mercer, that Resolution No. 79-249, stating that the City of Pleasanton will not <br />take a position in opposition to the incorporation plans currently being discussed <br />by Dublin, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br /> }~yor Brandes stated that the Stoneridge Homeowners Association had several <br />concerns, which they had listed in a letter to the City Council, regarding the <br />General Plan amendment relative to the land use change of 26 acres from Public and <br />Institutional to Commercial and Offices at the Stoneridge Shopping Center. Mayor <br />Brandes stated that this group felt they had not been properly heard at previous <br />public hearings of the Planning Commission and City Council relative to this item. <br />He advised that the Homeowners Association, the developer, and representatives of <br />Council and City staff had met to discuss and resolve the concerns of the home- <br />owners with the following results: Taubman Company agreed to the height limitation <br />of 40 feet on the four lots on Stoneridge Drive, and uses would be limited to those <br />set forth in the letter from the Stoneridge Homeowners Association. Mayor Brandes <br />advised that the remainder of the concerns will be discussed at the time of design <br />review consideration. Mayor Brandes stated that a letter would be sent to the <br />Stoneridge Homeowners Association relative to traffic and signalization, curb cuts, <br />and future traffic studies. <br /> <br /> Councilmember Wood stated he had met with one homeowners group who had requested <br />a curb cut on Valley in front of the school for wheel-chair and bicycle access. He <br />asked if such curb cuts were being done at all new shopping centers. Mr. Brown ad- <br />vised that new shopping centers would have wheel-chair and bicycle curb cuts pro- <br />vided, and that staff would review the possibility of curb cuts at other locations. <br /> <br /> Councilmember Mercer asked about the possibility of the State completing their <br />widening improvements to Hopyard Road at the same time the Burger King street in- <br />stallation is being done. Mr. Brown advised that the State will do their construc- <br />tion in the Spring. <br /> <br /> Councilmember Mercer referred to a letter from Mr. Ted Fairfield dated December <br />5, 1979, regarding the Mackay property at the corner of Valley Avenue and Hartsen <br />Drive in the Del Prado development, and requested a report from staff with recom- <br />mendations relative to the proposal. Mr. Brown advised the report would be pre- <br />pared for discussion at the meeting of January 8, 1980. <br /> <br /> Councilmember Mercer requested staff to prepare a report regarding what other <br />cities in the area are currently doing to encourage and allow low/moderate income <br />housing in their communities. He stated that Hayward has an elaborate procedure <br />and that Palo Alto also had some sort of booklet relative to this matter. <br /> <br /> Councilmember Kephart stated he would like to present a report under Special <br />Reports on the agenda regarding Affordable Housing. <br /> <br /> Councilmember Kephart stated he was still very concerned about unsightly re- <br />creational vehicles on public streets as well as the traffic hazard this creates <br />throughout the City.
