member Kephart asked if staff could provide a preview of what the report would say. <br />}~. Brown responded no. <br /> <br /> Councilmember Kephart mentioned that he felt it was significant that the Council <br />had reviewed a project tonight by a private developer that was very competitive with <br />the cost of Komondorski Village, and that another significant factor was the recent' <br />resignation of one of the Housing Authority Commissioners which he wanted to talk <br />about. He asked Howard Neely to step forward to answer some questions. <br /> <br /> Councilmember Kephart made reference to a letter from Mr. Neely to Mr. Ed Alves, <br />Chairman of the Housing Authority, and said he thought all of the Councilmembe~had <br />a copy and that the letter raised a number of significant questions. He asked Mr. <br />Neely if he was satisfied that the Komandorski Village replacement proj. ect was cost- <br />conscious and well thought out. Mr. Neely replied that he thought the design was <br />on the elaborate side and that it could use less land. He said he felt more units <br />should have been produced for the available money. <br /> <br /> Councilmember Kephart asked Mr. Neely if he thought the Housing Authority was <br />overly sensitive to the input of the director and whether that was a consideration <br />for his resignation. Mr. Neely responded that he personally thought the director <br />didn't take the direction of the commissioners.~ <br /> <br /> Councilmember Kephart asked Mr. Neely if he thought the actions of the Housing <br />Authority regarding the Komandorski project were responsive to Pleasanton's housing <br />needs. Mr. Neely replied that he felt more units on less land was best; that would <br />have left land available for future housing needs. <br /> <br /> Councilmember'Kephart asked Mr. Neely how minutes of Housing Authority Board <br />meetings were kept. Mr. Neely responded that from notes made by Mr. Parsons or <br />a secretary and that the Board wanted more complete minutes and asked Mr. Parsons <br />to either record meetings or have a secretary present. <br /> <br /> Councilmember Keph~rt asked Mr. Neely if bills were presented for payment without <br />adequate inform~tion. Mr. Neely said that didnit happen too often but when it did <br />payment was denied until the Board had a review of the bills. <br /> <br /> Councilmember Kephart said Mr. Neely stated in his letter to Mr. Alves that he <br />thought the project was too big for Mr. Parsons, he asked Mr. Neely to elaborate. <br />Mr. Neely related a specific instance regarding dealing with HUD. <br /> <br /> Councilmember Kephart asked Mr. Neely if Mr. Parsons ever said that a tenant <br />who had an accidental fire in the unit should be evicted and filed suit on. Mr. <br />Neely said sometimes the Board set up hypothetical situations on problems to get <br />reactions on how to deal with them, sometimes off the cuff answers were given, <br />sometimes the Board gave answers they shouldn't have, and sometimes Mr. Parsons <br />did. <br /> <br /> Councilmember Kephart asked Mr. Neely if he thought the City had accountability <br /> from the Housing Authority. Mr. Neely said he couldn't answer the question. <br /> <br /> Councilmember Kephart asked Mr. Brown if, as had been stated in a previous staff <br />report, the City could assume the operation of the Housing Authority. Mr. Brown <br />answered by saying that the report did not address the question of whether the <br />City should take over responsibility but was based on the assumption that the de- <br />cision to do so was made.
