It was moved by Councilmember Kephart, and seconded by Mayor Brandes that the <br /> City Council dissolve the Pleasanton Housing Authority and reconstitute that <br /> authority and its current members as a City Commission responsible to the City <br /> Council. <br /> <br /> Councilmember Wood asked Mr. Neely if he had ever gottenwritten responses to <br />his letters to Mr. Alves and Mr. Parsons. Mr. Neely said the letters were private <br />and not given as public record. He described a process used to evaluate the per- <br />formance of Mr. Parsons. <br /> <br /> Councilmember Wood asked Mr. Neely if he thought the Housing Authority Board <br />members were competent. Mr. Neely declined to answer. <br /> <br /> Councilmember Mercer commented that he was not in favor of the motion and that <br />all that was presented was the opinion of one member of the Board who was dissatis- <br />fied enough to resign. He further stated that he did not like not having a warning <br />about this discussion and that nobody had a chance to do any research. He said he <br />felt the way the motions were presented was entirely inappropriate for Councilmember <br />Kephart and Mayor Brandes, some warning and chance for study would be appropriate. <br /> <br /> Councilmembers Mercer and Kephart commented on the past responsiveness of the <br />Housing Authority. <br /> <br /> Councilmember Mercer stated that the matter needs more study to determine what <br />the problem is, maybe the problem is Mr. Parsons and not the entire Authority or <br />the accountability. <br /> <br /> Mayor Brandes said his position on the issue has been consistent and that he <br />is concerned that there may not be a Komandorski Project if the City Council does <br />not get involved and take charge and bring in proper cost controls. He stated <br />further that the proposed arrangement would work well and that all City resources <br />would be able to work on the problems. <br /> <br /> Councilmember Butler stated he would not support the motion and that if there <br />are problems then less drastic steps could accomplish the same purpose. He said <br />the Council has already taken some action by reviewing the project with the Board, <br />and if the Council is dissatisfied with the project then some direction should be <br />given to the Authority. <br /> <br />Mayor Brandes called for a vote on the motion~ which was as fqllows: <br />AYES: Councilman Kephart and Mayor Brandes <br />NOES: Councilmen Butler, Mercer, and Wood <br />ABSENT: None <br /> It was moved by Councilmember Kephart, and seconded by Mayor Brandes, that the <br />Council adopt a policy statement in opposition to Federal and State housing sub- <br />sidies, with the exception of senior citizens and long term residents of the City <br />of Pleasanton and, that the policy will not preclude the City from subsidizing <br />housing needed should the City of Pleasanton decide to be the subsidizer. <br /> <br /> Mr. Levine stated that the affect of the motion is probably a violation of State <br />law. <br /> <br /> Councilmember Kephart asked for a further explanation. Mr. Levine said that a <br />firm answer would require study and that is why he said it was probably a violation <br /> <br /> 17. 12/11/79 <br /> <br /> <br />
