(The Negative Declaration relative to this item was approved on 8T~gT.79~ by a vot. e <br /> of 3~Ayes, 1-No, 1-Absent) <br /> Mr. Harris presented his report dated December 4, 1979, regarding this matter. <br /> <br /> Mayor Brandes stated that the Stoneridge Homeowners had met with the developer <br /> regarding concerns of the homeowners. He stated that some of these concerns had been <br /> resolved as mentioned at the beginning of this meeting, and that others would be dis- <br /> cussed at the design review stage. Mayor Brandes stated there were still some <br /> questions about the intersection of Foothill and Stoneridge, and that further traffic <br /> studies would be required later on this matter. <br /> <br /> Mayor Brandes declared the public hearing open. <br /> <br /> Mr. Robert Eynck, representing Taubman Company, reviewed the meeting between his <br /> company, the homeowners, City Council representatives, and City staff, and stated <br /> that the following concerns had been worked out: (1) the developer has agreed to <br /> restrict the height of all the structures within the 26 acre parcel except the most <br /> westerly parcel containing approximately 5.58 acres to three stories in height but <br /> in any event no higher than 40 feet including any mechanical equipment or penthouse <br /> which~rill be properly screened; (2) the developer has agreed to restrict the uses <br /> within the 26 acre parcel on the north side of Stoneridge Drive except the afore- <br /> mentioned 5.58 acre parcel to office and related uses; (3) the developer has agreed <br /> to restrict signs for the aforementioned development in conformance with specific <br /> sign criteria; (4) the developer has agreed to notify and work with the representa- <br /> tives for the homeowners of any impending plans for the development of parcels along <br /> the north side of Stoneridge Drive; and (5) the developer has agreed to limit the <br /> curb cuts along the north side of Stoneridge Drive to Foothill Road to one right-in <br /> and one right-out access point. <br /> <br /> Mr. Eynck stated that discussions had taken place between representatives of his <br /> company and BART representatives regarding location of the BART line and station, <br /> and that at this time it is deemed appropriate to designate this as a "floating <br /> line". Fir. Eynck explained that BART was not certain when rail service would be <br /> extended to the Valley and that this designation would allow BART and the Shopping <br /> Center to study the matter to determine the best location for lines and a station <br /> when rail service is to become a reality. <br /> <br /> Mr. Tom Adams, Attorney representing the property owners of the 88 acres between <br /> the 26 acre parcel amendment and 1-680. He stated that Foothill Enterprises had no <br /> objection to the amendment, but wanted to be assured that the floating zone where <br /> BART wants to put their line and station would not impede any development of their <br /> property. He stated these property owners were interested in commercial development <br /> and did not want expansion to be impeded by a BART line or station. <br /> <br /> Mr. Bill Christensen, 7979 Hillsboro Court, President of Stoneridge Homeowners <br />Association, stated that their concerns regarding the overlay had been resolved. He <br />stated this group agreed to the conditions read into the record by Mr. Eynck. He <br />added that the homeowners association would like to be notified of all future Plan- <br />ning Commission and City Council meetings relative to the Shopping Center plans. <br /> Mayor Brandes instructed staff to be sure this was done. <br /> <br /> Mr. Harris explained the symbol for the floating BART line and station on the <br /> General Plan which will indicate there will be a BART station but it will not occupy <br /> any precise location at this time; the location will be determined at a time when <br /> necessary. <br /> <br /> 13. 12/11/79 <br /> <br /> <br />
