Comments on this decision may be directed to either the Planning staff. <br />prior to the above meetin~.~a.te~ or dir~q.tly to the City Council at the above <br />noticed meeting <br /> Mr. Harris presented his report dated November 6, 1979, regarding this matter. <br /> <br /> Mayor Brandes declared the public hearing open on the application and the negative <br />declaration. <br /> <br /> Mr. Dale Hornberger, Creegan and D'Angelo, representing the applicant, reviewed <br />the background of the property and presented exhibits showing the total development <br />package. He requested conceptual approval of the total package which would allow <br />for minor variations to fit the needs of private businesses. Mr. Hornberger stated <br />his client concurred with the staff report <br /> <br /> Mayor Brandes stated he had some concerns regarding traffic problems at the <br />intersection of Hopyard Road and Johnson Drive and requested that this be discussed <br />at this time. <br /> <br /> Mr. Campbell presented a map showing the intersection at Hopyard Road and John- <br />son Drive, including improvements that are proposed to be required of Flying "J" and <br />Harris Realty. <br /> <br /> Mr. Jim Hansen, President of Ecotek National, Salt Lake City, Utah, stated the <br />concerns of the Council would be addressed and added that their traffic engineer <br />had studied the problems at this intersection. Mr. Hansen stated that Flying "J" <br />was anxious to begin construction and he felt that the project will be a signifi- <br />cant contribution to the community. <br /> <br /> Mr. Ron Parker, Vice President in charge of Sales and Market for Flying "J", <br />concurred with the staff report, and stated the project should be completed in <br />approximately 3~ years. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Brandes declared the public hearing <br />closed on the application and the negative declaration. <br /> <br /> Council discussion ensued regarding conditions of Planning Commission Resolution <br />No. 1811 regarding the widening of Johnson Drive. Mr. Campbell recommended that the <br />road width be 44 ft. Mr. Campbell stated that Condition 39, requiring a 2 ft. <br />widening along the entire length of Johnson Drive frontage of the subject property, <br />should be more flexible in order to allow widening to 44 ft, plus a bike path. Mr. <br />Hansen stated he would prefer to set a minimum and maximum expansion and he felt <br />the road was totally adequate for a bike path and that their final plans included <br />a bike path separate from vehicular traffic. <br /> <br /> A~ter discussion, it was moved by Councilmember Mercer, and seconded by Council- <br />member Wood, that Resolution No. 79-220, determining on the basis of a review of <br />initial environmental study done for this project, that no significant environmental <br /> Cit ' <br />impact would occur as outlined in the y s guidelines and that a mitigated Negative <br />Declaration is appropriate for Planned Unit Development (Industrial and Commercial) <br />zoning for a 60 acre site located immediately south of Johnson Drive and about 700 <br />feet west of Hopyard Road and for the specific approval for a 62,000 sq. ft. motel <br />to be located on the northwesterly 8.1 acres of the site, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Mercer, Wood, and Mayor Brandes <br />NOES: Councilman Kephart <br />ABSENT: None <br /> <br /> 6. 11/13/79 <br /> <br /> <br />
