Flqyd Leon Smith and Louise Grace Smith for a Certificate of Public <br />Convenience and NecessitX to allow them to operate a Taxi Service in the City..o.~ <br />Pleasanton <br /> Mr. Walker presented his report dated October 30, 1979, regarding this matter. <br /> <br /> Mayor Brandes declared the public hearing open. <br /> <br /> Mr. Floyd Smith, owner of Martinez Cab Company and operator of the Valley Cab <br />Company, stated he would like to operate a cab in the City of Pleasanton, and that <br />he concurred with the staff report. <br /> <br /> Councilmember Wood asked if there would be special rates for senior citizens. <br />Mr. Smith advised that a program could be worked out whereby the government would <br />pay half of the fare for senior citizens. <br /> <br /> Councilmember Butler asked what name would be used on the outside of the cabs. <br />Mr. Smith advised he intended to use both names of Pleasanton and Livermore on each <br />vehicle. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Brandes declared the public hearing <br />closed. <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Butler, that <br />Resolution No. 79-219, approving the issuance of a Certificate of Public Convenience <br />and Necessity to operate the Valley Cab Company in Pleasanton to Floyd and Louise <br />Smith with the following conditions: (1) that the sign on each vehicle include both <br />Pleasanton and Livermore or that the City names be eliminated; (2) that the applicant <br />be required to carry minimum liability insurance coverage of $100,000 per person and <br />$300,000 for more than one person in one accident and that the City be named on the <br />policy as an additional insured; and (3) that home use permits be obtained for any <br />home from which taxicabs may be dispatched; and recommending that the rates for taxi <br />service be set as follows: <br /> <br /> Flag Drop $1.00 <br /> Mileage Rate $ .20 each 1/5 mile <br /> Waiting Time $12.00 per hour <br /> <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br />Application of Flying "J"~ I~C.~ for. Planned Unit Development (Industrial and Com- <br />mercial) zonin~ for a 60 acre site located immediately south of Johnson Drive and <br />about 700 fe~t west of Hopyard Road and for the specific approval for a 62~000 .sq.. <br />ft. motel to be located on the northwesterly 8.1 acres of the site. The property <br />is zoned PUD (Planned Unit Development%Industrial) District. The City Council may <br />recommend rezonipg. the property. to any other zoning district consistent with the <br />General Plan <br /> <br />On the basis of Initial Study of the potential environmental impacts of the pro- <br />ject, t'~e Director of Planning and Community Development has determined that the <br />proposed project woufH not have any potential significant adverse effects on the <br />~vironment and that an environmental impact report need not be prepared.
