Mr. Douglass rebutted the concerns of the surrounding homeowners. He suggested <br /> amendments to the conditions recommended by Mrs. Severin as follows: (1) that two- <br /> story houses be allowed on 41 ft. differential levels only, to protect the views; <br /> (2) that Monterey Pines be allowed to be planted; (3) that the fence along Pico be <br /> of masonry block with landscaping pockets; (4) design and construction of Pico as <br /> approved by City staff; and (5) No fence in the middle of the open space. <br /> <br /> Mayor Brandes asked Mr. Douglass if he had any objections to any other conditions <br /> recommended by Mrs. Severin. Mr. Douglass replied he did not. <br /> <br /> Council discussion regarding the width and design of Pico Avenue ensued. Mr. <br />Campbell recommended it not be less than 84 feet wide and he would prefer that it <br />be 104 feet wide with a median. <br /> <br /> There being no further testimony Mayor Brandes declared the public hearing closed <br /> on the application and the negative declaration. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Kephart, that <br />Resolution No. 79-200, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the City's guidelines and that a mitigated Negative Declaration is appro- <br />priate to-rezone a 32 acre site located between Pleasanton School Upper Playfield and <br />Miradot Drive immediately southerly of the residences bordering Angela Street, from <br />the A (Agricultural) District to the PUD (Planned Unit Development) District and for <br />development plan approval for a 79 lot, single-family residential subdivision, be <br />adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, and Mayor Brandes <br />NOES: Councilman Wood <br />ABSENT: None <br /> <br /> Council reviewed each condition and amended various ones, which are incorporated <br />in final form in the ordinance below. <br /> <br /> Mayor Brandes stated he would be voting in opposition to this application because <br />he did not feel this development would have enough large type homes as are needed in <br />Pleasanton; that this is a unique piece of property and should have a more innovative <br />designed project. <br /> <br /> I~ was moved by Councilmember Butler, and seconded by Councilmember Kephart, that <br />Ordinance No. 914, to be read by title only and waiving further reading thereof, <br />approving the application of Centex Homes to fezone a 32 acre site located between <br />Pleasanton School Upper Playfield and Mirador Drive immediately southerly of the <br />residences bordering Angela Street, from the A (Agricultural) District to the PUD <br />(Planned Unit Development) District and for development plan approval for a 79 lot, <br />single-family residential subdivision, subject to the following conditions: <br /> <br />1. That the development be substantially as shown on the development plan, Exhibit <br /> A, on file with the Planning Division. <br /> <br />2. That a detailed landscape plan of all areas to be landscaped by the developer <br /> be submitted to the Planning staff for approval prior to consideration of a <br /> tentative map on the subject property. <br /> <br />3.
