Mayor Brandes states that while some of the previous problems are not to the <br />degree they were before and there appeared to be some progress and improvement, <br />he was greatly concerned about the excessive costs of the proposed Komandorski <br />replacement project and the economic involved. He stated he felt that $75,000 <br />per unit without land costs was excessive spending when he thought it could be <br />done by a private developer at approximately $45,000 per unit with land. He <br />stated that taxpayers have concern about government spending, and he felt some- <br />thing should be done about Komandorski reconstruction to reduce the high cost. <br />Mayor Brandes stated he felt Council should assume some of the direct responsi- <br />bility of the Housing Authority. He added that the Housing Authority had limited <br />staff and that he felt City staff could handle the operations better. <br /> <br /> Councilmember Kephart stated the intent of his motion was to create the <br />Housing Authority in a different form to bring it in line with the other Boards <br />and Commissions of the City, and for the Council to provide guidance and staff <br />support as with the other Boards and Commissions. <br /> <br /> Mayor Brandes stated that the City of Palo Alto is sponsoring an Energy Con- <br />servation Day on Saturday, October 27, 1979, and invited Council to attend. <br /> <br /> b~yor Brandes complimented Councilmember Kephart for his letter regarding the <br />availability of drug paraphernalia to minors, and stated that he was writing to <br />the various PTA's of the schools to elicit their cooperation and participation to <br />correct this situation. <br /> <br /> Mayor Brandes stated that the Residential Allocation Program Ordinance requires <br />that construction of a project begin within 18 months after RAP approval, and he <br />felt with the current high interest rates that Council should allow a temporary <br />time extension of one year to start construction. After discussion, Council in- <br />structed staff to report on the ramifications of this time extension, at the next <br />meeting. <br /> <br /> Mayor Brandes stated that a letter dated October 15, 1979, had been received <br />from the Alameda County Housing Authority stating that the term of the City~s re- <br />presentative, Ms. Christine Pearson, will expire on December 29, 1979, and re- <br />questing that the Council make a recommendation to the Board of Supervisors that <br />Ms. Pearson be reappointed to this Commission, of ~hich she is currently the Chair- <br />person. It was moved by ~yor Brandes, and seconded by Councilmember Wood, that <br />Resolution No. 79-199, recommending to the Board of Supervisors that the City's <br />representative, Ms. Christine Pearson, be reappointed as a member of the Alameda <br />County Housing Authority Commission, effective January 1, 1980, through December <br />31, 1983, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, Wood, and b~yor Brandes <br />NOES: None <br />ABSENT: None <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmembers presented various Committee Reports for the information of the <br />Council. <br /> <br /> Councilmember Butler reported on the meeting with Zone 7 relative to the water <br />rate increase and its effect on Pleasanton. Council discussion ensued regarding <br />the possibility of Zone 7 raising their water connection fee next year. Mayor <br />Brandes instructed staff to review and report on increasing the water connection <br />fee, to be discussed by Council next Spring~ and to advise Zone 7 of this action. <br /> <br /> 4. 10/23/79 <br /> <br /> <br />
