unrealistic to expect the Federal Government to take essentially all undeveloped held <br />land into public holding, and to the added cost to taxpayers that this project would <br />create; transmitting this City Council position to Mayor Hayes with copies to the <br />Mayor of South Lake Tahoe and the National League of Cities, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Wood, and seconded by Mayor Brandes, that the City <br />Council send a letter to Rhodes and Jamieson requesting that E1 Charro Road be <br />opened to industrial and commercial traffic from Valley Avenue and Busch Road to <br />1-580. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember Kephart stated that several weeks ago the City Council went on <br />record expressing concern regarding the proposed high construction costs of the <br />Komandorskt replacement project. Councilmember Kephart stated that Council had <br />requested'the Housing Authority Board to make a presentation to the City Council <br />relating to this matter but that the Housing Authority Board had communicated that <br />they would not make a presentation until additional information was available. <br />Councilmember Kephart stated that the Housing Authority Board is an autonomous <br />body and therefore is not responsible to the City Council as are the other Boards <br />and Commissions. He stated he felt the Council has a responsibility as elected <br />officials to their constituents and that the Housing Authority should be under the <br />jurisdiction of the City Council. It was moved by Councilmember Kephart, and <br />seconded by Mayor Brandes, that the City Council dissolve the Pleasanton Housing <br />Authority and reconstruct it in the form of a commission to be responsible to the <br />City Council, and reinstating the current Housing Authority Board as members on <br />this commission. <br />The roll call vote was as follows: <br />AYES: Councilman Kephart and Mayor Brandes <br />NOES: Councilmen Butler, Mercer, and Wood <br />ABSENT: None <br /> <br /> Councilmember Mercer stated that when this was discussed last year city staff <br />had recommended this not be done as it would place a large burden on City staff. <br />Councilmember Mercer stated he did not see that the situation had changed since <br />that time and that everything was going along all right except for replacement <br />construction costs and he felt the Housing Authority Board should be given the <br />opportunity to work out this problem, as they had solved other problems in the past. <br />Councilmember Mercer stated he felt it is premature to arbitrarily dissolve the <br />Housing Authority without that Board being present. He added he did not feel there <br />is enough reason to do away with the Housing Authority and to add this burden to <br />the City staff. <br /> <br /> Councilmember Butler stated he agreed with Councilmember Mercer, and added that <br />he felt the majority of the Housing Authority Board shares the Council's concern <br />with the cost situation of the Komandorski project and that they are in the process <br />of attempting to change the project so that it will be more reasonable. Council- <br />member Butler stated he felt it would be premature not to give the Housing Authority <br />Board the opportunity to do this. <br /> <br /> 3. 10/23/79 <br /> <br /> <br />
