Councilmember Mercer reported on the LAVWMA meeting at which time it was deter- <br /> mined to continue with the Phase II Reclamation Study. He stated that DSRSD made a <br /> presentation opposing the continuation of this study and that he concurred with this <br /> conclusion, but by a 2-1 vote of the City Council at that meeting, he voted in favor <br /> of the study. <br /> <br /> Mayor Brandes reported that the Urbanization Line Committee, consisting of him- <br /> self and Councilmember Mercer, Planning Commissioners Geppert and Jamieson, and City <br /> staff, unanimously recommended that the Urbanization Line of the General Plan be <br /> eliminated. He stated this change will require a General Plan amendment, which is <br /> scheduled to be heard by the Planning Commission on November 14, and by the City <br /> Council in December. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Howard Neely, 448 Amador Court, member of the Housing Authority Board,. stated <br />that with regard to the Housing Authority not making a presentation to the City Council <br />this evening as requested, the Chairman had advised the Mayor by letter that the Board <br />felt it would be better not to make a presentation until receipt of additional infor- <br />mation from HUD on this matter. Mr. Neely stated he was exasperated by the various <br />attitudes of press, Council and staff, and the community. He stated the General Plan <br />regulated everything; that before the General Plan everyone had average things. Mr. <br />Neely stated that the Housing Authority Board had requested semi-annual or annual <br />meetings with the City Council to discuss and review any topics of interest or concern <br />but that the City Council had determined not to meet with the Housing Authority Board <br />when they last requested such a meeting. Mr. Neely reported on the status of HUD <br />grants and the need for further review and modification of the project plan in order <br />to reduce costs and obtain the Federal Grant. He stated that until this was done it <br />was inappropriate to make a presentation to the Council and that Mayor Brandes had <br />been so advised, however, he instructed that it be placed on the agenda. Mr. Neely <br />stated that it was disturbing to hear that the City Council wants to dissolve the <br />Housing Authority. He added that Komandorski and Kottinger had been worthwhile pro- <br />jects in the past and would continue to be assets to the community in the future. <br />Mr. Neely advised that the Housing Authority is again going to discuss the Komandor- <br />ski project with HID and the architect in an attempt to reduce costs. <br /> <br /> Mr. William Kovac, 3124 Weymouth Court, stated he was opposed to McDouald's Res- <br />taurant because of the traffic problem this business would generate. Mr. Kovac stated <br />that the homeowners in his area were meeting with the new principles of the proposed <br />shopping center to work out various changes to the satisfaction of all involved.
