<br /> Councilmember Butler presented his letter dated October 18, 1979, to Mayor Janet
<br /> Gray Hayes, San Jose, stating he could not endorse her plan to preserve the South
<br /> Lake Tahoe area in its natural state because it is an unrealistic plan and costly
<br /> to the taxpayer. Mayor Brandes stated that three Councilmen, Butler, Mercer, and
<br /> himself, had attended a meeting with Mayor Hayes at the League of California Cities
<br /> Conference regarding this matter, and that he shared Councilmember Butler's concern
<br /> regarding this matter. After discussion, it was moved by Councilmember Butler, and
<br /> seconded by Councilmember Kephart, that Resolution No. 79-198, objecting to the City
<br /> of San Jose preservation plans of the South Lake Tahoe Area because it is completely
