Council discussion ensued regarding the contents of the questionnaire, and the <br />need for the information the survey would reveal. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Kephart, <br />approving the Pleasanton Housing Survey presented by Field Research Corporation, <br />and adding two questions as follows: (1) Do you have any adult relatives who would <br />like to move to Pleasanton, either to buy or to rent, but who can't for either of <br />these reasons ... Can't afford to buy or rent, or Apartments not available to rent; <br />and (2) Would you be in favor of some form of subsidized housing in Pleasanton? By <br />"subsidized" I mean where a percentage of the rent or house payment is paid for by <br />the government or some private group, such as a church. If any questions have to be <br />deleted that they should be taken from questions 16 through 19. And adding on Page <br />1 under (If asked why doing survey) the word "Possible" before revision to the <br />housing element. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, and Wood <br />~OES: ~yor Brandes <br />ABSENT: None <br /> <br />Willow West Circulation Plan <br /> Mr. Harris presented his report dated October 4, 1979, regarding this matter. <br /> <br /> Mr. Dick Karn, Civil Engineer representing Willow West Properties, stated this <br />was the first step for development of the property and that Council conceptual <br />approval of the Circulation Plan is needed in order to proceed with development <br />plans. Mr. Kern stated he was concerned about the proposed language of the con- <br />ceptual approval. The City Attorney advised the purpose of ~he language is to <br />leave the route flexible should the Council need to modify it a~ter reviewing the <br />final land use plan. <br /> <br /> After considerable discussion, it was moved by Councilmember Wood, and seconded <br />by Councilmember Butler, that Resolution No. 79-188, conceptually approving Phase I <br />of the Willow West Circulation Plan as shown in Figure 3 of the study entitled Back- <br />ground Analysis Site Access and Circulation dated October, 1979, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br /> Mr. Karn requested a time extension of a portion of their Agreement with the <br />City relating to the hiring of a consultant for a study of design and environmental <br />impacts. Mayor Brandes requested this be considered after the next item heard on <br />the agenda. <br /> <br />REPORTS OF THE CITY MANAGER <br />1979 Foothill High Band Booster Parade <br /> Mr. Walker presented his report dated October 1, 1979, regarding this matter. <br /> <br /> Mrs. Joyce Getty, 925 Kottinger, stated the Downtown Merchants were opposed to <br />having this parade on a Saturday as it disrupts their businesses. <br /> <br /> Mr. William Kovac, 3124 Weymouth Court, stated he felt the parade should be <br />held at the convenience of the participants involved. <br /> <br /> Mr. Walter Bolling, 4971 Hillcrest Way, stated that bands were coming from as <br />far away as Los Angeles and that Saturday was the best time to hold the Parade, and <br />he felt it was for a good cause and in the best interest of the community. <br /> <br /> 9. 10/9/79 <br /> <br /> <br />
