Mr. Walker presented the report of the Director of Recreation and Human Resources <br />dated October 8, 1979, regarding this matter. <br /> <br /> Mr. Philip Cooper, 1664 Orchard Way, Chairman of the Human Services Commission, <br />stated that at their last meeting they suggested the CETA position be transferred to <br />the Valley Volunteer Bureau if it could not be filled by the Recreation Department <br />by October 8, 1979, in order to take advantage of the funding as well as fill a <br />needed position of the Valley Volunteer Bureau. <br /> <br /> Mrs. Betty Stallings, Director of the Valley Volunteer Bureau, 4302 Muirwood <br />Drive, stated she concurred with the recommendation of the Human Services Commission <br />and added that the CETA position would aid the service agency in providing voluntary <br />transportation and other assistance to the area residents and that she could hire a <br />person immediately to fill the position. <br /> <br /> Ms. Marilyn Blear, Executive Director of Hotline, stated that she supported Mrs. <br />Stallings request for the CETA position but added that Hotline also had a need for <br />such a position which could be filled immediately. She stated she felt that in all <br />fairness this CETA position should go out to bid and she requested this be done. <br /> <br /> Mrs. Joyce Getty, 925 Kottinger, expressed confusion regarding project positions <br />and sustainment positions. Mrs. Bengtson explained that project positions were for a <br />specific project and when completed the job terminated. She stated that sustainment <br />positions were on-going, and that the CETA position available was a sustainment posi- <br />tion and earmarked for a Youth Coordinator. <br /> <br /> Councilmember Butler stated he was opposed to this item because he felt he was <br />being forced into a fast decision in order to obtain Federal funding. He added he <br />thought other groups should be allowed to bid for the funds. <br /> <br /> Mayor Brandes reiterated his opposition to any CETA funding because he feels it <br />is a waste of taxpayers money. <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Mercer, that <br />Resolution No. 79-187, recommending that Pleasanton's one unallocated CETA Title VI <br />sustainmerit position be given to the Valley Volunteer Bureau for employment of a <br />Youth Coordinator, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Kephart, Mercer, and Wood <br />NOES: Councilman Butler and Mayor Brandes <br />ABSENT: None <br /> <br /> Mayor Brandes recessed the meeting at 9:10 P.M. <br /> <br /> Mayor Brandes reconvened the meeting at 9:20 P.M. <br /> <br />SPECIAL REPORTS <br />Approval of Housing Sur~ey Questionnaire <br /> Mr. Harris presented his report dated October 4, 1979, regarding this matter. <br /> <br /> Considerable Council discussion ensued regarding the status of the Agreement <br />with Field Research Corporation to conduct the housing needs survey. Staff advised <br />that Council had approved the Agreement but that it had not been executed at this <br />time but that Field Research Corporation had already incurred some expense in pre- <br />paring the draft Pleasanton Housing Survey. <br /> <br /> 8. 10/9/79 <br /> <br /> <br />
