Mayor Brandes suggested that members of the Booster Club talk to the Downtown <br />Merchants and Chamber of Commerce next year before planning the parade to work out <br />the most feasible time and date for all concerned. <br /> <br /> After discussion, it was moved by Councilmember Wood, and seconded by Council- <br />member Butler, that Resolution No. 79-190, approving the Foothill High School Band <br />Booster Club's application for a parade permit subject to conditions set forth by <br />the Police Department, and amending the-1979-80 Budget by approximately $1,170.00 <br />to cover City costs of the parade, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmembers commended the Foothill High School Band for their outstanding <br />achievements. <br /> <br />Time Extension to Condition in the Willow West Properties Agreement <br /> Mr. Kern stated that Willow West is required to prepare and Environmental Impact <br />Report and plans and specifications at their own expense for any changes to the DSRSD <br />sewage plant within 90 days after execution of the contract, which will be October 24, <br />1979. He advised this date would not be met because a report required from DSRSD had <br />not yet been completed. Mr. Kern advised this report should be received shortly. He <br />requested a 90-day time extension to this condition of the Agreement. <br /> <br /> It was moved by Mayor Brandes, and seconded by Councilmember Wood, that Resolu- <br />tion No. 79-189, approving a 90-day time extension to the Willow West Agreement to <br />January 24, 1980, for completion of the Environmental Impact Report and Plans and <br />Specifications for any changes to the DSRSD Sewage Treatment Plant, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br />Report on Recreation Vehicle Parking <br /> Councilmember Kephart thanked the Citizens Committee for their report and stated <br />he felt Counnil should accept the report, but he added that he did not feel this <br />would solve the problem. He stated he felt this matter should go to a vote of the <br />people and that he would be asking the City Attorney to report Back with information <br />relative to placing this item on the April Ballot. <br /> <br /> Mr. Ken De Vore, 3543 Yellowstone Court, member of the Citizens Committee, stated <br />he had nothing to add to the report. He stated he felt it was difficult to determine <br />the extent of the recreation vehicle parking problem and suggested that the complaint <br />procedure Be implemented on a trial basis for a period of time Before drafting an <br />ordinance. He added he did not feel there was sufficient information at this time <br />to draft an ordinance to solve the recreation vehicle parking problems. Mr. De Vore <br />stated th~ Citizens Committee did not have time to implement the plan suggested in <br />their report and felt the City should be responsible for this action. <br /> <br /> Mr. Harold Seiler, 4078 West Las Positas Boulevard, and member of the Citizens <br />Committee, stated he had talked to several persons since the report had been in the <br />newspapers, and all felt the City Council had more important things to do than <br />regulate recreation vehicles. <br /> <br /> 10. 10/9/79 <br /> <br /> <br />
