Councilmember Butler stated that the Human Services Commission had passed a <br />resolution regarding subsidized housing and going on record in favor of the City <br />providing more housing for those of moderate incomes or below. He stated the <br />Human Services Commission would discuss this issue in more detail at a subsequent <br />meeting. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Leo Heckathorn, 4202 Stanley Boulevard, stated there was a hazardous road <br />condition on Santa Rita Road at Old Santa Rita Road due to construction, and he <br />r6quested Council to investigate this matter. Council instructed staff to take <br />care of this problem. <br /> <br /> Mrs. Joyce Getty, 925 Kottinger, responding to Councilmember Kephart's comments <br />on drug paraphenalia, stated she felt this matter should be taken care of as soon as <br />possible. Mrs. Getty stated that with regard to the smoke detector ordinance, she <br />felt it should be enforced and she did not think this was being done. <br /> <br />PUBLIC HEARINGS <br />Application of John Caroline to rezone a 5 acre site on the north side of HappX... <br />valley Road between the WPRR and 1-680 from the I-P (Industrial Park) District to <br />the "0" (Office) District. The City Council may recommend approval of the pro- <br />pos.e~ .Chan~e or may recommend rezoning t.he property to any other zonin~ district <br />consistent with the General Plan <br /> <br />On the basi.s of an Initial Study of the potential environmental impacts of the <br />pro3ect, the Director of Planning and Community Development has determined that <br />the proposed project would not have any potential significant adverse effects on <br />the environment and that an environmental impact .report need not be prepared. <br />This Initial..~.t~dy is available for review at the Plannin~ Division~ 200 Bernal.. <br />Avenue~..~.easanton. Comments on this decision may be directed to either the <br />Plannin8 staff prior to the above meetin8 date, or. d.~ec~ly to the City Council <br />at the above noticed meeting. <br /> Mr. Harris presented his report dated October 4, 1979, regarding this matter. <br /> <br /> Mayor Brandes declared the public hearing open on the application and the <br />Negative Declaration. <br /> <br /> Mr. John Caroline, 4487 Pleasanton Avenue, applicant, stated he concurred with <br />the staff report and Planning Commission recommendation for approval. <br /> <br /> Mrs. Phyllis Cooper, 6525 Alisal, representing the Alisal Improvement Club, <br />asked if there had been any study on the traffic situation this development would <br />create. Mr. Harris advised that no additional traffic studies had been taken other <br />than at the General Plan amendment. Mrs. Cooper asked if there was any other <br />possible way to route traffic other than Happy Valley Road. Staff advised there <br />was no other route. Mrs. Cooper voiced opposition to this application because of <br />the generation of increased traffic that will adversely impact the rural atmosphere <br />and create traffic congestion at the Sunol Boulevard corner and the railroad under- <br />pass. <br /> <br /> There being no further testimony, Mayor Brandes declared the public hearing <br />closed on the application and the Negative DecIaration. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Butler, <br />that Resolution No. 79-184, determining on the basis of a review of initial en- <br />vironmental study done for this project, that no significant environmental impact <br /> <br /> 5. 10/9/79 <br /> <br /> <br />
