that the City Attorney be directed to requested the owner of the business in question <br />to voluntarily remove the drug paraphernalia from the view of minors. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, and Wood <br />NOES: Mayor Brandes <br />ABSENT: None <br /> <br /> It was moved by Mayor Brandes, and seconded by Councilmember Kephart, that the <br />City Attorney draft an ordinance to prohibit certain types of business such as drug <br />paraphernalis from operating within the City Limits of Pleasanton. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Brandes reported on a meeting with Supervisor Santana, the Sierra Club, <br />and other agencies regarding opening of the Diamond Lane on 1-580. Mayor Brandes <br />stated that as a result of that meeting a compromise agreement had been reached; <br />basically that of taking the existing eastbound lanes and adding one additional lane <br />in the eastbound direction for a truck lane and to retain the Diamond Lane as it <br />presently exists. Mayor Brandes explained that any opposition could delay comple- <br />tion of the next phase of completion of the Freeway. Councilmember Mercer stated he <br />felt truck lanes should be added to the westbound lane as well as eastbound, and <br />he could not support a compromise for less than that. After discussion, it was <br />moved by Councilmember Butler, and seconded by Councilmember Wood, that the City <br />Council of the City of Pleasanton go on record in support of adding a truck lane <br />to the eastbound direction of 1-580 and to maintain the Diamond Lane as it now <br />exists, but also maintaining Council's previous position that the Diamond Lane <br />should be opened for full traffic use. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Wood, and Mayor Brandes <br />NOES: Councilman Mercer <br />ABSENT: None <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Wood, in- <br />structing the City Attorney to report on who is financially liable for injury caused <br />by hazardous construction conditions and signing on 1-580. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmembers presented various Committee Reports for the information of the <br />Council. <br /> <br /> Councilmember Kephart stated he had received a commuuication from the Chairman <br />of the Housing Authority requesting a list of questiorm of concern from the City <br />Council to discuss at the meeting of October 23, 1979. After discussion, Council <br />listed two questions of concern as follows: (1) why is the cost of Komandorski <br />Village replacement so expensive; and (2) would rehabilitation of what is already <br />there be cheaper. Council instructed staff to convey these questions to the Hous- <br />ing Authority Board. <br /> <br /> Councilmember Mercer stated that the Park and Rkcreation Commission would like to <br />have a Study Session with the City Council to discuss potential changes/development <br />of lands designated park land in the General Plan, and ether items. After discussion, <br />Council established a date of November 28, 1979, 7:30 P.M., before the regular Park <br />and Recreation Commission meeting for a Study Session with this group. <br /> <br /> 4. 10/9/79 <br /> <br /> <br />
