Alameda County for appropriation of $110,773.65 in Mayors Formula Gas Tax Funds <br /> to the City of Pleasanton. <br /> <br /> n,Approve by motion the Covenents, Conditions, and Restrictions relating to the <br /> 50 acre Longview Project. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br />~TTERS INITIATED BY COUNCILMEMBERS <br /> Councilmember Mercer stated that at the next LAVWMAmeeting on October 11, 1979, <br />DSRSD will make a presentation regarding their opposition to the Phase II Reclamation <br />Study being proposed by the LAVWMA Board. Councilmember Mercer stated a vote would <br />be taken after the presentation as to whether to continue with the study. He re- <br />quested all Councilmen to be present at that meeting if possible, in order to make <br />a decision after the DSRSD presentation regarding the proposed study. Mayor Brandes <br />stated that he felt the study was necessary and should be conducted, as stated in <br />a previous Council position. It was moved by Mayor Brandes, and seconded by Council- <br />member Butler, instructing the City Council liaison members to LAVWMA to vote in favor <br />of the Phase II Reclamation Study. Councilmember Mercer stated he felt Council should <br />not make a decision until after hearing the presentation by DSRSD. After discussion, <br />Mayor Brandes withdrew his motion and Councilmember Butler withdrew his second to the <br />motion. After further discussion, it was determined that three CounciImembers would <br />attend the LA~qMAmeeting on October 11, 1979, hear the presentation, convene to a <br />City Council meeting for decision on the Reclamation Study, adjourn the City Council <br />meeting, and vote as appropriate on whether or not to approve conduct of the Phase II <br />LAVW}~ Reclamation Study. <br /> <br /> Councilmember Mercer stated he had received several phone calls regarding increased <br />traffic on Black Avenue and Harvest, and requested staff to investigate and increase <br />enforcement of speed limits in this area. <br /> <br /> Councilmember Mercer requested staff to investigate the possibility of having <br />bicycles registered at other places and times than at the Fire Station on Saturday <br />mornings, 9:00 A.M. to noon. <br /> <br /> Councilmember Mercer requested a report from staff regarding enforcement of the <br />smoke detector requirement in resold homes in Pleasanton. The City Attorney advised <br />he had notified the Southern Alameda County Board of Realtors regarding this ordinance, <br />and had received only one complaint regarding this matter. <br /> <br /> Councilmember Mercer stated that with regard to the Motorcycle Patrol Grant, there <br />were no funds being granted this year because all money was allocated for enforcement <br />of the 55 mph speed limit, but possible new legislation may allow allocation of monies <br />for grants of this type next year. Councilmember Kephart stated he felt the City's <br />grant should be resubmitted with new wording as the motorcycle patrol was actually for <br />enforcement of the 55 mph speed limit. He added that the motorcycle school was not <br />accepting any more candidates for school therefore the City would be required to em- <br />ploy experienced riders, at a greater expense. <br /> <br /> Councilmember Kephart stated he had received a phone call from a citizen complain- <br />ing about the drug paraphernalia being displayed in view at a business establishment <br />in Valley Plaza. He stated that after visiting the business himself he felt some <br />action should be taken to remove this merchandise from the view of young minors.
