Mr. William Kovac, 3124 Weymouth Court, stated he felt there was a need for this type of regulation and that it should be enforced to prevent recreation vehicles from being improperly parked. After considerable discussion, it was moved by Councilmember Kephart, and seconded by Mayor Brandes, to accept and implement the report of the Citizens Com- mittee regarding handling vehicle parking complaints, to be done by City staff, and directing the City Attorney to review the draft ordinances previously submitted and to add junk and abandoned vehicles to the ordinance, and bring this back to Council for review and discussion. The City Attorney advised he would prepare a report setting forth ~he time schedules for the April Ballot, for discussion at the next Council meeting. Matters for the Information of the Council Mr. Walker presented his memorandum dated October 4, 1979, regarding the expira- tion date of two Commissioners on the Human Services Commission. After discussion, it was moved by Mayor Brandes, and seconded by Councilmember Kephart, to uphold the Council policy regarding commissioner vacancies, and advertise for these positions which would allow any qualified person to apply, and encouraging the present com- missioners to reapply for these vacancies. Mr. Walker presented his Information Report dated October 4, 1979, regarding the Zone 7 Water Rate Increase. After considerable discussion, it was moved by Mayor Brandes, and seconded by Councilmember Mercer, that the City go on record in opposition to the Zone 7 rate increase and advising Zone 7 of this position, and requesting that the Zone 7 Board of Directors not adopt the revised rate structure and formula until after such time as they can meet with the Council to explain whey such a large adjustment is needed.
