"There are approximately one-hundred families living along Santa Rita Road <br /> who deserve as much representation in our Local Government as does either <br /> the Kilpatrick Bread Company or a commercial developer. <br /> <br /> "The current members of the Pleasanton City Council should represent us and <br /> we sincerely hope we do not have to turn elsewhere at the next City Council <br /> election to find the representation we are entitled to from our City Council." <br /> <br /> Mayor Brandes stated that the appropriate public hearing had been held on this <br />matter, and that Councilmember Kephart had reviewed the report and Minutes on this <br />item due to his absence from the meeting of August 28~ 1979. He stated that Coun- <br />cilmembers Butler and Kephart had met with concerned homeowners to review the <br />situation. <br /> <br /> Councilmember Mercer stated that Santa Rita Road is an arterial road into the <br />City and until such time as E1 Charro Road and the frontage Road off Old Santa <br />Rita Road are constructed that trucks will have to use Santa Rita Road. He stated <br />he felt that the increase of six trucks by Kilpatrick was insignificant. He added <br />that no Councilmembers make a deal with any homeowners as inferred by Mr. Beesley. <br /> <br /> Councilmember Wood stated that Council is working on plans for the construction <br />Of E1 Charro Road. <br /> <br /> Councilmember Kephart asked if other cities had tried to regulate hours of <br />delivery and if it was enforceable. The City Attorney advised that other cities <br />had tried various regulations for delivery hours but he could not answer as to <br />legality and enforcement. <br /> <br /> Councilmember Butler stated he and Councilmember Kephart had met with Mr. <br />Beesley and other homeowners to discuss different ideas about truck traffic con- <br />trol on Santa Rita Road. Councilmember Butler stated his remarks represented <br />his own feelings. He stated he felt the restriction of hours was reasonable <br />and that he fully supported the opening of E1 Charro Road and the frontage road. <br /> <br /> Mr. Robert Pearson, 3590 Churchill Court, stated that Santa Rita Road is not <br />a truck route, that it is only 30 feet wide behind his house, and that he did not <br />lose his law suit against the City. <br /> <br />PUBLIC HEARINGS <br />Application of Joe Boatright and R~y Goodrich for a rezoning to HPD (Hillside <br />Planned Development) District and development plan approval for an ll-lot resi- <br />dential subdivision on 55 acres of the 73 acre site located west of Foothill <br />Road and north of Longview Drive. The City Council may rezone the 73 acres as <br />Kequested Or to any other designation consistent with the General Plan. The <br />site is zoned A (A~ricultural) District <br /> <br />On the basis of an Initial Study of the potential environmental impacts of the <br />project.~ th,e Director of Plannin~ and Community Development has determined that <br />the proposed project would not have any potential significant adverse effects <br />on the environment and that an environmental impact report need not be prepared. <br />This Initial Study is available for review at the Planning Division~ 200 Bernal <br />Avenue~ ~leasanton.
