MEETING OPEN TO THE PUBLIC <br /> Mr. Lowell Beesley, 3673 Cambridge Court, read the following Petition, signed <br />by 10 residents; relative to truck traffic on Santa Rita Road: <br /> <br /> "We are here to protest the action of the majority of the Pleasanton City <br /> Council, namely Messrs. Mercer, Keppard and Butler, in denying our appeal <br /> to prevent more warehousing uses on Old Santa Rita Road. We protest not <br /> only your actions but even more strongly protest the way in which they <br /> were done. We feel that the actions of Councilmen Keppard and Butler were <br /> not only unfair to the people they purpose to represent, but also, at best, <br /> deceptive. The refusal to re-open the public hearing, previously conducted <br /> without Councilman Keppard, was, in our Judgement, a disservice to the <br /> affected home-owners in Pleasanton Meadows. <br /> <br /> "Both Councilman Butler and Councilman Keppard met with a group of home- <br /> owners the Monday evening prior to your last Council meeting. We discussed <br /> in detail the problems created by a large over-the-road Kilpatrick's bread <br /> truck coming by our homes at twelve mid-night. We all thought a consensus <br /> had been reached in that this problem would be reduced if truck traffic <br /> along Santa Rita Road were limited to the hours of seven AM to seven PM. <br /> At no time was a six AM to twelve mid-night consideration discussed. Yet, <br /> by their remarks at the Tuesday night Council Meeting both Councilman Butler <br /> and Councilman Keppard implied that a six AM to twelve mig-night truck use <br /> would be acceptable to the home-owners. Nothing could have been further <br /> from the truth. <br /> <br /> "It seems that the majority of our City'Council is far more concerned with <br /> the welfare of a commercial developer (who by his own admission, has rented <br /> ninety-five percent of the building in question without the benefit of a <br /> conditional use permit for warehousing) than they are about their own con- <br /> stituents who will be disturbed by a Kilpatrick's bread truck passing their <br /> homes at mid-night. <br /> <br /> "Unfortunately, the majority of our City Council is far more accommodating <br /> to a Kilpatrick's bread distributorship than they are to the welfare of the <br /> dozens of families whose homes back to Santa Rita Road. <br /> <br /> "It is our opinion that the City Councilts actions were not only contrary to <br /> their constituent's best interest, but were simply unnecessary. The Kil- <br /> patricks Bread Company could have found an alternate location in the City <br /> of Pleasanton without running a heavy truck past a row of homes at mid-night. <br /> The other five percent of the building in question on Old Santa Rita Road <br /> could have been leased without a conditional use permit for warehousing. <br /> <br /> "In conclusion, we feel we were badly misrepresented at the last City Council <br /> meeting and request that the City Council take positive steps to reduce the <br /> flow of truck traffic along Santa Rita Road. To accomplish this, the follow- <br /> ing actions are necessary: <br /> <br /> 1. Take positive and concrete steps to open E1 Charro Road to the public; <br /> <br /> 2. Take positive and concrete steps to properly design and build the <br /> frontage road between the 1-580 interchange at Santa Rita Road and <br /> Old Santa Rita Road as shown on the General Plan. <br /> <br /> 3.Limit heavy truck traffic on Santa Rita Road to the hours of sevenAM <br /> to seven PM. <br /> <br /> 3. 9/18/79 <br /> <br /> <br />
