Alameda County to review jail facility planning, be presented at the Mayors' Con- ference and that the current Judicial Committee be an advisory committee to this group. After further discussion relative to City Council policy regarding the court facility, jail and pre-trial detention facilities, Council instructed staff to prepare a policy statement for approval at the City Council meeting of September 18, 1979. It was moved by Mayor Brandes, and seconded by'Councilmember Kephart, that the Board of Supervisors consider Aric Glanville for appointment to the Post- Sentence Advisory Committee in place of Stanley Kephart. It was moved by Councilmember Mercer, and seconded by Councilmember Butler, that Resolution No. 79-167, approving Agreement No. 2 to Contract between Zone 7 of Alameda County Flood Control and Water Conservation District and the City of Pleasanton for a treated water supply, be adopted. It was moved by Councilmember Mercer, and seconded by Councilmember Wood, to advise the Alameda County Solid Waste Management Authority of the City of Pleasan- ton's preference for: (1) a strong local role in solid waste management with the Authority having plan review powers; (2) continued operation of the Authority under a joint powers agreement with appropriate changes made to assure the Authority can adequately deal with conflicts between individual agency proposals and the Solid Waste }~nagement Plan; and (3) a final Solid Waste Management Plan that preserves local options to the extent possible and which relates all goals specifically to economic considerations. 11. 9/11/79
