Councilmember Mercer asked if anything could be done to prevent unpaved areas being left incomplete for long periods of time. Mr. Brown advised this could be made a condition of the contract. It was moved by Councilmember Wood, and seconded by Councilmember Mercer, that Resolution No. 79-150, approving the application of Frank Capilla for design review of the remodeling of the Old Post Office Building located at 157 Main Street, zoning for the property is C-C (Central Commercial) District, subject to the following con- ditions: (1) that the building be remodeled substantially as shown on the rendering, Exhibit A, on file with the Planning Division, and that complete elevations of the structure be submitted to the Planning Division for approval prior to issuance of a building permit; and (2) that a site plan and landscape plan be submitted to the Planning Commission and City Council for approval prior to issuance of a building permit, be adopted.
