MATTERS CONTINUED FOR DECISION <br />--- Adoption of Ordinance No. 898, to prezone a 37 acre area located alon~ Stanley Boule- <br /> vard between Main Street and First Street-Stapley Boulevard roadway as follows: that <br /> .~he Augusta pFoperty and the Southern Pacific Railroad right-of-way be p~ezoned A <br /> ..(AgricultUral); that the Western Pacific Railroad property no~..~e..prezoned t~.any <br /> ~esignationl ~.ha.~ the )~dden property be left as it is (prezoned A)~ and that the <br /> remainder of. the subject area be ~rezoned R-1-20~00q .. <br /> (Introduced 7-24-79; 4-Ayes~ 1TAbsent) <br /> Mayor Brandes stated that Ordinance No. 898 was introduced on July 24, 1979, be a <br /> vote of 4-Ayes, 1-AbSent, and that it was now in order to adopt the ordinance. <br /> <br /> Councilmember Wood stated that due to his absence from the meeting of July 24, <br /> 1979, he had reviewed this ordinance and was prepared to vote on the item. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Wood, that <br /> Ordinance No. 898, to prezone a 37 acre area located along Stanley Boulevard between <br /> Main Street and First Street-Stanley Boulevard roadway as follows: that the Augusta <br /> property and the Southern Pacific Railroad right-of-way be prezoned A (Agricultural); <br /> that the Western Pacific Railroad property not be prezoned to any designation; that <br /> the Madden property be left as it is (prezoned A); and that the remainder of the sub- <br /> Ject area be prezoned R-1-20,O00, be adopted. <br /> The roll call vote was as follows.~'.. <br /> AYES: Councilmen Butler, Mercer, Wood, and Mayor Brandes <br /> NOES: None <br /> ABSENT: Councilman Kephart <br /> Ordinance and Resolution modifying the Residential Allocation ProMram' <br /> Mr. Harris presented his report dated August 22, 1979, regarding this matter. <br /> <br /> After considerable discussion, Council requested the following changes be made <br /> to the Ordinance and resolution: <br /> <br /> (1) That Section 3 of the draft ordinance be revised to limit the exemption <br /> to 10-unit projects (not lO-unit phases). <br /> <br /> (2) That a Section 9 be added to the draft ordinance to provide that the <br /> Residential Allocation Program exemption for subsidized projects be <br /> amended to include Council consideration of the use of the allocation <br /> in a manner similar to the procedure for use of the large lot exemptions. <br /> <br /> (3) That Resolution No. 79-149 be amended to show that energy conservation <br /> points not be given for space heating and that points for "in-filling" <br /> be 0 or 9 points". <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Wood, that <br /> Ordinance No. 901 be read by title only and waive further reading thereof. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Butler, Mercer, Wood, and Mayor Brandes <br /> NOES: None <br />- ABSENT: Councilman Kephart <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Wood, that <br /> Ordinance No. 901, amending Chapter 13 of Title II by adding several exemptions to <br /> the Residential Allocation Program and providing a mechanism for granting multi- <br /> year approvals, and as amended by Council at this meeting, be introduced. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Mercer, Wood, and Mayor Brandes <br /> NOES: Councilman Butler <br /> ABSENT: Councilman Kephart <br /> 21. 8/28/79 <br /> <br /> <br />
