Comments on this decision may ~e directed to either the Plannin~ staff <br />Cr' .prior to the above meetin~ date~. or directly .to the City Council at the above <br /> noticed meetin~ <br /> Mr. Harris presented his report dated August 10, 1979, regarding this matter. <br /> <br /> Mayor Brandes declared the public hearing open on the application and the <br /> negative declaration. <br /> <br /> Mr. Brad Hirst, 2456 Minivet Court, representing the applicant, stated the <br /> Pleasanton Meadows Townhouse Homeowners Association supported this application <br /> because they felt it would create less traffic than high density residential. Mr. <br /> Hirst stated the Planning Commission expressed concern regarding reduction in <br /> housing units but that it only amount~to 17 units which he felt was insignificant. <br /> Mr. Harris stated the Planning Commission was concerned about increased traffic. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Brandes declared the public hearing <br /> closed on the application and the negative declaration. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Butler, <br /> that Resolution No. 79-146, determining on the basis of a review of initial en- <br /> vironmental study done for this project, that no significant environmental impact <br /> would occur as outlined in the City's guidelines and that a Negative Declaration <br /> is appropriate for an amendment to the General Plan which would change the land <br /> use designation of the one acre parcel of land located on the east side of Santa <br /> Rite Road immediately north of the fire station from "High Density Residential" to <br /> "Commercial and Offices", be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Butler, Mercer, Wood, and Mayor Brandes <br /> NOES: None <br /> ABSENT: Councilman Kephart <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Wood, that <br /> the application of Iver Hilde and Walter R. Wallnet for an amendment to the General <br /> Plan which would change the land use designation of the one acre parcel of land <br /> located on the east side of Santa Rite Road immediately north of the fire station <br /> from "High Density Residential" to "Commercial and Offices", be approved. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Mercer and Wood <br /> NOES: Councilman Butler and Mayor Brandes <br /> ABSENT: Councilman Kephart <br /> <br /> Councilmember Butler stated he voted against this application because he felt <br /> it opposed Council policy relative to not granting general plan amendments that <br /> reduced high density residential from the plan without first considering an alter- <br /> hate location. <br /> <br /> 18. 8/28/79 <br /> <br /> <br />
