Mayor Brandes declared the public hearing open on the application and the negative declaration. Mr. Brad Hirst, 2456 Minivet Court, representing the applicant, stated the Pleasanton Meadows Townhouse Homeowners Association supported this application because they felt it would create less traffic than high density residential. Mr. Hirst stated the Planning Commission expressed concern regarding reduction in housing units but that it only amount~to 17 units which he felt was insignificant. Mr. Harris stated the Planning Commission was concerned about increased traffic. No one in the audience spoke in opposition to this item. There being no further testimony, Mayor Brandes declared the public hearing closed on the application and the negative declaration. It was moved by Councilmember Mercer, and seconded by Councilmember Butler, that Resolution No. 79-146, determining on the basis of a review of initial en- vironmental study done for this project, that no significant environmental impact would occur as outlined in the City's guidelines and that a Negative Declaration is appropriate for an amendment to the General Plan which would change the land use designation of the one acre parcel of land located on the east side of Santa Rite Road immediately north of the fire station from "High Density Residential" to "Commercial and Offices", be adopted. The roll call vote was as follows: AYES: Councilmen Butler, Mercer, Wood, and Mayor Brandes NOES: None ABSENT: Councilman Kephart It was moved by Councilmember Mercer, and seconded by Councilmember Wood, that the application of Iver Hilde and Walter R. Wallnet for an amendment to the General Plan which would change the land use designation of the one acre parcel of land located on the east side of Santa Rite Road immediately north of the fire station from "High Density Residential" to "Commercial and Offices", be approved. The roll call vote was as follows: AYES: Councilmen Mercer and Wood NOES: Councilman Butler and Mayor Brandes ABSENT: Councilman Kephart Councilmember Butler stated he voted against this application because he felt it opposed Council policy relative to not granting general plan amendments that reduced high density residential from the plan without first considering an alter- hate location. 18. 8/28/79
