Mrs. Phyllis Cooper, 6525 Alisal, representing Alisal Improvement Club, objected <br />to the application because it would disturb the basic nature of the area, the rural <br />agricultural type environment will be adversely affect, traffic will be increased, <br />and their life style changed. <br /> <br /> Mr. Steve Jensen, 1133 Happy Valley Road, expressed concern regarding the <br />drainage run off and traffic congestion, especially at the railroad underpass. <br /> <br /> Miss Jan Morris, 700 Happy Valley Road, stated she was involved in 4-H and FFA <br />activities and opposed the application because it would create increased traffic <br />which would adversely effect the area residents andtheir animals. <br /> <br /> .Mrs. Nancy Donner, 582 Happy Valley Road, asked if any improvement would be <br />made to the road and who would pay for it. Mayor Brandes advised her that <br />improvement costs would be borne by the developer. He stated the development <br />plan would include ingress and egress locations and will be reviewed by the Planning <br />Commission. Mayor Brandes instructed staff to notify Happy Valley residents when <br />this item is considered by Planning Commission and City Council. <br /> <br /> Mr. Van de Roovaart rebutted the concerns of the opponents, stating the pro- <br />perty is bounded by four natural boundaries and will be aesthetically pleasing. <br />He stated he would be happy to work with the Homeowners group to try to get the <br />railroad bridge situation alleviated. <br /> <br /> There being no further testImony, Mayor Brandes declared the public hearing <br />closed on the application and the negative declaration. <br /> <br /> After discussion, it was moved by Mayor Brandes, and seconded by Councilmember <br />Butler, that Resolution No. 79-144, determining on the basis of a review of initial <br />environmental study done for this project, that no significant environmental impact <br /> Cit ' <br />would occur as outlined in the y s guidelines and that a Negative Declaration is <br />appropriate for an amendment to the Land Use Element of the General Plan to change <br />the land use designation of a 5 acre site located between the Southern Pacific Rail- <br />road and 1-680 immediately north of Happy Valley Road from "General and Limited <br />Industrial" to "Commercial and Offices", be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: Councilman Kephart <br /> <br /> It was moved by Mayor Brandes, and seconded by Councilmember Mercer, that the <br />application of Caroline-Knudson, Inc., for an amendment to the Land Use Element of <br />the General Plan to change the land use designation of a 5 acre site located be- <br />tween the Southern Pacific Railroad and 1-680 immediately north of Happy Valley <br />Road from "General and Limited Industrial" to "Commercial and Offices", be approved. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: Councilman Kephart <br /> <br />Application of J.
