The ro. ll call vote was as follows: <br />AYES: Councilmen Butler, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: Counci!man Kephart <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Mercer, <br />that the application of Alfred Fronun for an amendment of the Land Use Element of <br />the General Plan which would change the designation of a roughly 98 acre parcel <br />of land located at the northeast corner of 1-680 and Bernal Avenue from "Agricul- <br />ture and Grazing" to. "Commercial and Offices/Industrial" and changing the land use <br />designation of all that land located between 1-680 and Valley Avenue extension <br />(roughly 115 acres including lands of Alameda County and San Francisco Water De- <br />partment) as indicated above, subject to conditions as established by Planning <br />Commission Resolution No. 1766, and Condition 1 amended as requested by staff, be <br />approved. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: Councilman Kephart <br /> <br /> Mayor Brandes recessed the meeting at 11:30 P.M. <br /> <br /> Mayor Brandes reconvened the meeting at 11:35 P.M. <br /> <br />Continuation of City Council Meetin~ <br /> At 11:35 P.M., it was moved by Councilmember Butler, and seconded by Mayor <br />Brandes, to continue the meeting to complete all agenda items. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSeNt: Councilman Kephart <br /> <br />Application of Caroline-Knudson, Inc., for an a~endment to the Land Use Element of <br />the General Plan to change the land use de. signation of a 5 acre site located be- <br />tween the S.P.R.R. and 1-680 immediately north of Happy Valley Road from "General <br />and Limited Industrial" to "Commercial and Offices". The City Cguncil .~ay recom- <br />mend the above chanSe or any other designation it deems appropriate <br /> <br />On the basis of an Initial Study of the potential environmental impacts of the <br />projec.t,_ the Director of Planning and Commu.nity Development has determined that <br />the prop0s.ed project would not have any potential significant adverse effects on <br />the environment and that an environmental impact report need not b~ prepared. <br />This Initial .~tudX is available for review at the Planning. Division~ 2.00 Bernal <br />Avenue, Pleasanton. Comments on this deci.~.~on may. be directed to either the <br />PlanninE staff prior to the above meeting da~e~...0r directly to the City Council <br />at the above noticed meetin5 <br /> Mr. Harris presented his report dated August 8, 1979, regarding this matter. <br /> <br /> Mayor Brandes declared the public hearing open on the application and the <br />negative declaration. <br /> <br /> Mr. John Van de Roovaart, representing the applicant, stated this proposed <br />project will be a show piece office, be an asset to the community, and create <br />less traffic than other types of commercial development. <br /> <br /> The following persons spoke in opposition to this item: <br /> <br /> 15. 8/28/79 <br /> <br /> <br />
