The City Council will also consider p0s-' <br />sible cb~n~e in the land usedesignation of all that land located between 1-680 and <br />ya!!e~ Avenue extension (roughl~ 1.15 acres includin~ lands of Alameda.~ounty and <br />San Francisco Water Department) as indicated above or to any other land use desig- <br />nation <br /> <br />On the basis of.an Initial Study. of the potential environmental impacts of the <br />pro~ect~ the Director of Planning and Community Development has determined that <br />the propo~d project would not have a~ potential significant adverse effects on <br />the environment and that an environmental impact report need not be prepared. ... <br />This Initial Study is available for review at the Planning Division~ 200 Bernal <br />Avenue, Pleasanton. Comments on this decision may be directed to either the <br />Planning staff prior to the above meetin~ date~ or directly to the City Council <br />at the above noticed meetin~ <br /> Mr. Harris presented his report dated August 8, 1979, regarding this matter. <br />He stated staff recommended an amendment to Condition 1 as follows: That Case <br />GP-79-6 does not become effective until the first date on which the City Council <br />takes action to amend the Land Use Element of the General Plan following the <br />annexation of the subject property to the City of Pleasanton. The applicant <br />agreed to the change of Condition 1. <br /> <br /> Mayor Brandes declared the public hearing open on the application and the <br />negative declaration. <br /> <br /> Mr. Irving Loube, Attorney representing. the applicant, stated his client con- <br />curred with the staff report and Planning Commission recommendation for approval, <br />and pointed out that this is one way to get Valley Avenue extension constructed. <br /> <br /> Mr. Charles Oakley, 6368 Calle Altamira, Attorney representing residents in <br />the area, expressed concern regarding commercial development and possible unsightly <br />structures that could be constructed on this site that would affect the life style <br />of the area. <br /> <br /> Mr. Loube rebutted by stating there would not be any unpleasing development on <br />this project and invited Mr. Oakley to view the development plans. <br /> <br /> There being no further testimony, Mayor Brandes declared the public hearing <br />closed on the application and the negative declaration. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Mercer, <br />that Resolution No. 79-143, determining on the basis of a review of initial en- <br />vironmental study done for this project, that no significant environmental impact <br /> Cit ' <br />would occur as outlined in the y s guidelines and that a Negative Declaration <br />is appropriate for an amendment of the Land Use Element of the General Plan which <br />would change the designation of a roughly 98 acre parcel of land located at the <br />northeast corner of 1-680 and Bernal Avenue and all of that land located between <br />1-680 and Valley Avenue extension (roughly 115 acres including lands of Alameda <br />County and San Francisco Water Department) from "Agriculture and Grazing" to "Com- <br />mercial and Offices/Industrial",be adopted. <br /> <br /> 14. 8/28/79 <br /> <br /> <br />
