There being no further testimony, Mayor Brandes declared the public hearing closed on the application and the Negative Declaration. Mayor Brandes stated consideration should be given with regard to zoning if Variences are going to be allowed since a majority of these parcels do not have street frontages and would require a Varience. No further discussion ensued relative to this matter. It was moved by Councilmember Mercer, and seconded by Councilmember Butler, that Resolution No. 79-119, determining on the basis of a review of initial en- vironmental study done for this project, that no significant environmental impact would occur as outlined in the City's guidelines and that a Negative Declaration is appropriate to prezone a 37 acre area located along Stanley Boulevard between Main Street and First Street-Stanley Boulevard roadway as follows: that the Augusta property and the Southern Pacific Railroad right-of-way be prezoned A (Agricultural); that the Western Pacific Railroad property not be prezoned to any designation; that the Madden property be left as it is (prezoned A); and that the remainder of the subject area be prezoned R-i-20,000, be adopted. Review of V-79-10~ application by Robert Molinaro for a variance from the require- ments of the code to allow the subdivision of a 46~000~sR. ft. lot located at 4189 Stanley Boulevard into four pa.rcels~ three of E~iqh would not have the re- quired street frontage~ one of.~hich would not have the required lot width~ and... one which would not have the required lot depth, zoning fo~...the .p.ropert.y is R-1-6500 District Mayor Brandes stated he requested this item be reviewed by City Council to determine if Variences are going to be allowed for homes not having street front- age, and if this would set a precedent.
