it was moved by Mayor Mercer, and seconded by Councilmember Kephart, that Resolution
No. 80-332, authorizing Brown and Caldwell to continue their study to determine the
average amount of sewerage used per household per day in the City of Pleasanton, and
amending the fiscal budget by $1,350.00 to cover the cost of this study, be adopted.
The roll call vote was as follows:
AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer
NOES: None
ABSENT: None

MEETING OPEN TO THE PUBLIC
Ms. Denise Jones, employee at Stoneridge Center, stated that the pedestrian walk-
way on Foothill Road is very dangerous. Mr. Warnick advised this part of the road
is under the jurisdiction of the State and that he had contacted them regarding this
matter; their response was that they did not have any funds budgeted to build side-
walks. Mayor Mercer instructed staff to contact Senator Holmdahl and Assemblyman
Marguth to investigate this matter. Councilmember Butler suggested that staff also
contact A.C.Transit regarding bus stops.

Ms. Debra Strong, Executive Manager of the Chamber of Commerce, made a presenta-
tion regarding the Housing Task Force and progress made to date by this committee.
She stated that Mr. Mike Harris has been appointed Task Force Chairman. Ms. Strong
defined the purpose and goals of the committee, which are to explore local options
for increasing affordable housing and rentals in Pleasanton. She requested Council
to support the committee and to attend as many meetings as possible. Councilmember
Butler stated he favored the Chamber's approach and would pledge his support on an
ad hoc basis to this group. He suggested that developers also be invited to partici-
pate to get their input on this issue. Councilmember Kephart stated Council had been
presented a plan for affordable housing at the last City Council meeting and he
understood that the Chamber had been contacted regarding presentation of another
concept for affordable housing. Councilmembers expressed support of the progress
of the Housing Task Force of the Chamber of Commerce.

Mr. Leo Heckathorn, 4202 Stanley Boulevard, thanked the City Council, City Manager,
City Attorney, and City staff for their efforts and accomplishments this past year,
and wished everyone a Merry Christmas.

PUBLIC HEARINGS
Application of the City Council to amend Section 2-9.40 of Article 18, Chapter 2,
Title II of the Ordinance Code of the City of Pleasanton which would reMulate
political and other temporarX signs
(Contd. Open from 11-25-80)
Mr. Harris presented his report (SR 80:339) dated November 18, 1980, regarding
this matter.

Mayor Mercer declared the continued public hearing open.

No one in the audience spoke in favor of or in opposition to this item.

Mayor Mercer declared the public hearing closed.

Councilmember Kephart asked if the proposed ordinance included large signs
placed on vehicles that are parked in front of businesses or homes. The City
Attorney advised that this restriction was not included in the proposed ordinance.
He suggested this item be continued to allow him to prepare an amendment to include
this subject.

4. 12/23/80
